It is a sequel of the 2007 film Elite Squad. The film is a continuation of the semi-fictional account of the BOPE (Portuguese: Batalhão de Operações Policiais Especiais), the Special Police Operations Squad of the Rio de Janeiro Military Police, analogous of the American SWAT, with a focus on the relationship between law enforcement and politics. The film was released in Brazil on October 8, 2010.
Having enjoyed public and critical acclaim, Elite Squad: The Enemy Within is the all-time largest box office ticket seller and highest-grossing film in Brazil, ahead of Dona Flor and Her Two Husbands and Avatar, respectively. The film was selected as the Brazilian entry for the Best Foreign Language Film at the 84th Academy Awards, but it did not make the final shortlist.
Elite Squad: The Enemy Within was released in the United States by Variance Films on November 11, 2011.
Synopsis
The film starts in medias res, 13 years after Baiano's death. Roberto Nascimento (Wagner Moura) is shown leaving a hospital, and a man reports this on his radio chatter. Soon after, his car is blocked and gunned down by unknown shooters.Actors

In the opening scene, chickens are being prepared for a meal when a chicken escapes and an armed gang chases after it in a favela called the Cidade de Deus ("City of God"). The chicken stops between the gang and a young man named Rocket (Buscapé), who believes that the gang wants to kill him. A flashback traces Rocket, the narrator, back to the late 1960s. He lived incredibly poor in this slum of Rio.

Set in 1994, the film opens in Las Vegas with Pilot Kelson (Jake Gyllenhaal), a drug dealer, who poses as a valet and takes a customer's Rolls Royce to give his girlfriend a ride to work. A successful New York City attorney, Gavin Banek, is in a rush to file a power of appointment, which will prove a dead man signed his foundation over to Banek's law firm. He has a collision on FDR Drive with another car, belonging to an insurance salesman, Doyle Gipson, who is also in a rush to a hearing to try to gain custody of his children and to prevent his estranged wife from taking them to Oregon. Banek tries to brush Gipson off with a blank check thereby disobeying the law. After Gipson refuses to accept the check and voices his desire to "do the right thing", that is, filing a police report and insurance claim, Banek strands Gipson, telling him, "better luck next time". Victor Rosa (Leguizamo) is a drug dealer in New York who sells a specific brand of heroin called "Empire". The film opens in Saigon at the height of the Vietnam War. John Converse (Moriarty), a disillusioned war correspondent, approaches Ray Hicks (Nolte), a merchant marine sailor and acquaintance of Converse's from the US, for help in smuggling a large quantity of heroin from Vietnam to San Francisco, where he will exchange the drugs for payment with Converse's wife Marge (Weld), who has become addicted to Dilaudid. When Hicks discovers he is being followed by thugs connected either to Converse or his suppliers, he goes on the run with Marge and the heroin, and is eventually pursued by the corrupt DEA agent (Zerbe), who initially set the deal in motion. As Marge is separated from her supply of prescription drugs, she experiences withdrawal, and Hicks decides to help her wean off her dilaudid addiction by using the heroin. Hicks also attempts to find another buyer for the heroin before his pursuers can catch up to him.
