Andy McGee (David Keith) met his future wife, Vicky Tomlinson (Heather Locklear), in college while they were earning money by participating in an experiment in which they were given a dose of a low-grade hallucinogen called LOT-6. The experiment grants Vicky the ability to read minds; Andy can make people do and believe what he wants, but the effort gives him nosebleeds (the novel revealing them to be "pinprick" hemorrhages). By the year 2038 all of Earth's natural resources have been depleted. Multinational corporations have taken control of the galaxy and rival companies battle each other for access to mining planets. A major battle is for Moon 44, a fuel mining operation in the Outer Zone. It is the only installation still controlled by the Galactic Mining corporation. Moons 46, 47 and 51 have recently been overtaken by the Pyrite Defense Company's battle robots. Galactic Mining had its own defence system, helicopters capable of operating in the violent atmospheres of the moons, but it was cancelled as too many pilots died while in training. The company sends new navigators to Moon 44 to assist the pilots. However, there is still a shortage of pilots, so the company is forced to use prisoners. Galactic Mining regards its fleet of mining shuttles as even more important, so if the base is attacked, the shuttles are ordered to leave the crews behind.

The Driver (Ryan O'Neal) - real name unknown - has made a career out of stealing cars to use as getaway vehicles in big-time robberies all over Los Angeles. Hot on the Driver's trail is the Detective (Bruce Dern), a conceited and otherwise-nameless cop who has his own name for the Driver: "Cowboy." Since the Driver has never been caught, the Detective goes to ever-increasing lengths to bring him down. Ultimately, the Detective sets up a bank job in order to bait and trap the Driver. Even when said plan threatens to wreck the Detective's own career, he remains steadfast in his obsession to bust the Driver.

Lyon Gaultier is a paratrooper in the French Foreign Legion, stationed in Djibouti, North Africa. His brother, who is married to an American woman in Los Angeles, is burned alive during a deal gone wrong and suffers third-degree burns, dying shortly afterward. Lyon deserts his legion when they withhold letters from his brother's wife and ultimately refuse to let him see his brother. He steals a jeep and escapes through the desert, finding work on a tramp steamer headed for the U.S. Meanwhile, the Legion commanding officer also travels to the States, arriving at the French Embassy, where he is told that Lyon's desertion is ranked at low importance with the LAPD, so he orders two of his own Legionnaires to do the job.
