Erich Kohler (Portman), a crack Luftwaffe pilot who speaks fluent English, is instructed by his superiors to drop a cargo of bombs on the Belgian city of Ghent and then to bale out of his plane wearing a British RAF uniform, gain the confidence of the local populace and then try to convince them that the British are responsible for the bombing of civilian targets in Belgium. The plan goes awry when he falls into the hands of the Belgian Resistance, who believe they are doing him a favour by arranging for him to be smuggled to Britain among a group of downed RAF pilots who are being returned that night.

In 1938, refugee Peter Vadassy (James Mason) decides to take a vacation at the Hotel Reserve to celebrate both his completion of medical school and his impending French citizenship. When he goes to pick up some photographs at the local pharmacy, he is taken away and questioned by Michel Beghin (Julien Mitchell) of French naval intelligence. When his negatives had been developed, some of them turned out to be of French military installations. It is discovered that while the camera is the same make as Peter's, the serial number is different. Peter is released on condition that he find out which other hotel guests have cameras like his.

Joe Newman returns to his small hometown in Bavaria, after living in England since the outbreak of World War II. He seeks information of what has become of his father. He finds out that his father is dead, but that he escaped from behind the Iron Curtain and went to live with a certain Dr. von Brecht, and that he later married a woman named Lisa. Everywhere Joe turns to find answers people, including Police Inspector Hofmeister and insurance agent Brenner, are reluctant to talk and give more details concerning the circumstances surrounding his father, and Joe begins to suspect that this is a cover-up and that the people want to keep certain facts regarding his father a secret. Joe breaks into von Brecht's home and finds an old man in the attic. He is knocked unconscious before he can learn the old man's identity. When he regains consciousness, Joe sees the old man being driven away by von Brecht, Brenner, and Lisa. Joe tracks them to a railway station and discovers that the man is a renowned scientist who was forced to switch places with his father just before the father's death. Following a battle with Brenner, Joe rescues the scientist from being abducted to the East and helps him escape the country.
