The film is based on the true story of the Windmill Theatre in London. Eccentric 70-year-old widow Mrs Laura Henderson purchases it as a post-widowhood hobby and appoints autocratic manager Vivian Van Damm. In 1937, they start a continuous variety revue called "Revudeville", but after other theatres in London copy this innovation, they begin losing money. Mrs Henderson suggests they add female nudity, similar to the Moulin Rouge in Paris, which is unprecedented in the United Kingdom. The Lord Chamberlain (Rowland Baring, 2nd Earl of Cromer) reluctantly allows this under the condition that the nude performers remain immobile, so the performances can be considered art, the equivalent of nude statues in museums.

Joe Saunders and his brother Fred arrive in London from Leybourne in Kent, and they go to the Elephant and Castle pub, the haunt of Tom Sayers, a leading boxer. While his brother, an aspiring boxer, is having a trial bout with Sayers, Joe Saunders is persuaded to sing a song to entertain the bar's customers. Initially reluctant, he soon gathers his confidence, and his performance is extremely well received by the audience. The impressed landlord offers him a pound a week and two free beers a night if he will perform on a regular basis. Since getting divorced, Baroness Amantine-Lucile-Aurore Dupin, previously Baroness Dudevant, the successful and notorious writer of sensational romance novels now living under the pseudonym George Sand, in Paris, has been in the habit of dressing like a man. The film opens with a montage of images of Manhattan and other parts of New York City accompanied by George Gershwin's Rhapsody in Blue, with Isaac Davis (Woody Allen) narrating drafts of an introduction to a book about a man who loves the city. Isaac is a twice-divorced, 42-year-old television comedy writer dealing with the women in his life who quits his unfulfilling job. He is dating Tracy (Mariel Hemingway), a 17-year-old girl attending the Dalton School. His best friend, college professor Yale Pollack (Michael Murphy), married to Emily (Anne Byrne), is having an affair with Mary Wilkie (Diane Keaton).
