The film opens with a proclamation to the White Star stockholders that the value of their stocks is falling. The president of White Star Line J. Bruce Ismay promises to reveal a secret during the maiden voyage of the Titanic that will change the fate of the stocks. He alone knows that the ship can break the world record in speed and believes this will raise the stock value. Ismay and the board of the White Star plan to lower the stocks by selling even their own stocks in order to buy them back at a lower price. They plan to buy them back just before the news about the record speed of the ship will be published to the press.

Septembre 1942, au large de Cape Town, en Afrique du Sud. Le "RMS Laconia", qui vient de quitter le port, fait route vers l’Angleterre avec 2 000 passagers à son bord ainsi que 1 800 prisonniers italiens. Les fumées du navire sont bientôt repérées par un U-Boot. Sa taille laissant supposer qu’il peut transporter des troupes, la décision est prise de le torpiller. Cela fait, le sous-marin ne quitte pas immédiatement les lieux. Découvrant le sort des prisonniers italiens, mais aussi de civils, le capitaine, se référant à un code d’honneur maritime, ordonne l’organisation du sauvetage, arbore une croix rouge dans l’attente d’un bâtiment français envoyé par Vichy. Mille personnes seront sauvées. Peu après, ce sous-marin sera coulé par les forces alliées tandis que l’amiral allemand Dönitz signera le "Laconia order" interdisant à l’armée allemande de procéder au moindre sauvetage.

The film follows Carl Peters, one of the founders of German East Africa. When addressing a parliamentary commission of inquiry, he openly calls for a Hitlerian policy of territorial conquest, which according to him requires hard-headed men, such as himself. He defends executions without trial as a way to prevent an uprising, which, he insists, the parliamentarians could not have prevented. The parliamentarians, who are also Jews, do not accept this, demonstrating what happens when the Führerprinzip is not adhered to.

"Remember the Lusitania! Avenge the Lusitania!" These are the words that inspired many young US citizens to volunteer for service during the First World War. The sinking of this great British oceangoing liner provoked outrage around the world on an unprecedented scale. On May 7, 1915, a German torpedo sent the ship to the bottom of the North Atlantic Ocean in just 18 minutes—its speedy descent into the depths occurring far too fast for most of those aboard to make it to the lifeboats. Of the 1,962 passengers and crew on board, 1,200 were lost, including 94 children and, crucially, 128 US civilians, many of whom were prominent figures. President Woodrow Wilson's neutral stance started to crack. All over the country there were calls for the United States to take up arms against Germany. In many ways, the Lusitania tragedy was the major turning point of the Great War, and perhaps the single greatest factor that eventually brought the USA into the war in April 1917.

In 1961, the Soviet Union launches its first ballistic missile nuclear submarine, the K-19. The ship is led by Captain Alexei Vostrikov, aided by executive officer Mikhail Polenin. Polenin, the original captain, and the crew have served together for some time but Vostrikov's appointment is alleged to have been aided by his wife's political connections. During his first inspection, Vostrikov discovers the submarine's reactor officer to be drunk and asleep on duty. Vostrikov sacks the officer and orders Polenin to request a replacement. The new reactor officer, Vadim Radtchenko, arrives direct from nuclear school having just been fresh from the naval academy, annoying Polenin who thinks Vostrikov was too punitive on the former reactor officer who was competent despite his momentary lapse of judgment. Also, during the preparation period for the sub's launch, the ship's medical officer is killed when struck by an oncoming truck, and is subsequently replaced by the command's foremost medical officer, an army officer who has graciously offered himself in the submarine's time of need, but also privately admits to Vostrikov that as an army officer he has never been out to sea and suffers from motion sickness. During the K-19's official launch, the bottle of champagne fails to break when it strikes the bow; the sailors nervously glance at each other due to this customary sign of bad luck.

Aging, respected commander Paul Blanchard (Heston) is on his final submarine tour before promotion to command of a submarine squadron (COMSUBRON). Surfaced and returning to port, the submarine, USS Neptune, is struck by a Norweigian freighter in route to New York in heavy fog, and sinks to a depth of 1,450 feet (442 meters) on a canyon ledge above the ocean floor. A United States Navy rescue force, commanded by Captain Bennett (Keach), arrives on the scene, but Neptune is subsequently rolled by a gravity slide to a greater angle that does not allow the Navy's Deep Submergence Rescue Vehicle (DSRV) rescue submarine to complete its work.
