Deux équipes travaillent à un tunnel sous l’East River à New York : l'une, conduite par Jumbo Smith, a commencé côté Brooklyn ; l'autre, conduite par son rival Nipper Moran, a commencé côté Manhattan. Helen Leonard (Faye) has a beautiful voice. As she grows up, she trains to become an opera singer. Her instructor, however, informs her that her voice is pleasing, but not suitable for grand opera. Returning home one day, she and her grandmother (Westley) are saved by a handsome young man, newspaperman Alexander Moore (Fonda). Betsy Brown is released from an orphanage into the care of Pop Shea, her parents' friend who runs a boarding house for theatrical performers. Sarah Wendling, the curmudgeon owner and next-door neighbor of the building, detests "show people" and their noise, and demands Pop pay the $2,500 back rent he owes or move out immediately. Her nephew Roger is in love with Pop's daughter Barbara and files suit against Sarah in order to gain control of the building and his inheritance, with which he plans to stage a show starring the hotel residents. Sarah questions the soundness of Roger's investment in the show, and Betsy convinces the judge to see the production before he decides the case. With the assistance of her friends, the little girl presents a lavish musical revue in the courtroom that so impresses one of the observers he offers the troupe $2,500 a week to star in his International Follies. Having had a change of heart, Sarah insists the show is worth $5,000 and convinces the impresario to double his offer. Roger and Barbara then announce their intent to wed and adopt Betsy.

In 1904, Uncle Latsie (S. Z. Sakall) comes to New York from Hungary with two little nieces, who immediately take to cafe dancing. The Cisco Kid is a gay caballero whose flair for dramatic thievery and penchant for dangerous trysts keep him just one step ahead of Sgt. Mickey Dunn. The Kid's reputation has preceded him when he approaches the local stagecoach, and he needs to fire only two warning shots to wrest the Wells Fargo box from the driver. His infatuation with a Mexican girl named Tonia María exposes him to near-capture, because of the señorita's double-dealing association with Dunn. Eventually, a showdown becomes imminent, and the Kid exacts a final revenge by framing Tonia so that Dunn shoots her by accident, while the Kid rides laughing off into the sunset.
