Synopsis
When the lives of Mahmoud, a Muslim Sheikh (Omar Sharif) and Boulos, a Christian Priest (Adel Emam) are threatened by religious extremists on both sides, the Egyptian government inducts them into a witness protection program that requires them to disguise themselves as the Christian, Marcus Abdel-Shahid, and a Muslim Sheikh, Hassan el-Attar, respectively.Actors

The action primarily takes place in The Mogamma in Cairo, a well-known mammoth-sized government building that is a center of bureaucratic work. Adel Imam's character, Ahmed, queues up at the Mogamma one day to try to get a school transfer for his children, but gets bogged down. Endless lines of citizens march through the building and up and down its iconic spiral staircases seeking help. One government worker frustrates Ahmed particularly, because he is constantly praying in a show of alleged piousness to avoid getting any work done. This leads to a scuffle between the two, and eventually Ahmed ends up with a rifle from a guard and shots are fired in the resulting confusion. A mass spontaneous evacuation of the building ensues, Ahmed inadvertently takes the building hostage, and subsequently is assumed to be a terrorist. He is joined in his "takeover" by a few other "misfits," including Hind, a prostitute played by Yousra.

The film opens with a montage tracing the building's history, as wealthy expatriate and Egyptian residents give way, after the 1952 coup that overthrew King Farouk and eventually resulted in the installation of Gamal Abdel Nasser as President of Egypt, to new families, and as the rooftop storage rooms are converted into living space for lower-class families. The rooftop community, effectively a slum neighborhood, is symbolic of the urbanization of Egypt and of the burgeoning population growth in its large cities in recent decades, especially among the poor and working classes. Adel Imam stars as Qadri, a widower and newly appointed government minister, whose four grown sons live with him. In her first acting gig, Lebanese singer Nicole Saba plays the buxom-blonde role of Danish student Aneta Henry Gothenburg, visiting Egypt for the first time to pursue her studies. She stays with Qadri and his family. Highlighting cultural differences in comedic fashion (among other things, free-spirited Aneta tries to teach Qadri's sons about sex, and intrudes on a government meeting dressed as a bellydancer), Qadri eventually falls for Aneta, but so do his sons. Staff Sgt. Raphael "Gingy" Moked is ordered by his company commander, Captain Shamgar, to retrieve Sergio Constanza, a deserter from reserve service. On his way he meets his girlfriend Yaeli and offers to talk to her father, Victor Hasson, to get a blessing for their relationship. Hasson gives his blessing, believing that Moked came for his older daughter Shifra, but throws him out of the house after finding out this was not so. Yaeli does not wish to part from Moked, and sneaks into a suitcase in his jeep. Meanwhile, Constanza tricks several other gamblers into losing thousands of dollars, which he intends to use to repay his debt to Mr. Hasson. The gamblers find out about the plot however, which leaves Sergio with no choice but to run away to the army with Moked.

Dr. Anton Phibes (Vincent Price) was an expert in theology and music who was supposedly killed in a car crash in 1921, shortly after the death of his beloved wife, Victoria, during an operation. However, he survived the crash, horribly scarred by the accident and left unable to speak, forcing him to remake his face with prosthetics and use his knowledge of acoustics to regain his voice. Resurfacing in 1925, Phibes believes that his wife died a victim of incompetent doctors, and begins elaborate plans to kill them.

The film begins with a scene in which the Palestinians and Jews are both snapping, similar to the opening scene of West Side Story. The two parties head in to their own stands and sing about their own family-owned falafel stands, Hummus Hut and Kosher King ("Our People Must Be Fed/Our People Must Be Served"). During the day, Hummus Hut employee Fatima and Kosher King relative David are daydreaming about each other ("When I See Him"). When Fatima rushes to give a customer his forgotten leftovers, she has a chance encounter with David, and they realize their mutual attraction.
