It is the third installment in the Hera Pheri film series, after Hera Pheri, which was directed by Priyadarshan and Phir Hera Pheri, which was directed by Neeraj Vora. The project will apparently star Sunil Shetty and Paresh Rawal reprising their roles from the previous films, along with John Abraham as a new addition to the cast apparently.
It was originally titled International Hera Pheri. Though the film is the third installment in the series, it was titled Hera Pheri 4 instead of Hera Pheri 3. The reason behind this will be revealed along with the theatrical promo of the film. The film has been on hold for the past few years, as director Bazmee is focusing on completing his other projects first.

The movie starts off when two photographers Makrand, aka Mac (Akshay Kumar) and Shyam, aka Sam (John Abraham) are doing a photo shoot.. While Mac is shooting the models in exposing poses, his fiancée leaves in disgust due to Mac's closeness to the models. Their boss calls them into his office and tells them that they are good-for-nothing photographers. Raju (Akshay Kumar) is a tenant of Baburao Ganpatrao Apte a.k.a. Babu Bhaiyya (Paresh Rawal) and has not paid his rent for a long time. Champak Chaturvedi (Paresh Rawal) the director of a theatre group, is offered a chance to perform a show in London. Bunty (Akshay Kumar) and Babla (Govinda) are two derps and flirts in his group, always fighting with each other to get the role of the hero. Their behaviour causes the actress (Tanushree Dutta) to run away. This really upsets the organizer, who offered the chance mainly because of the heroine.
