Kim Sun-woo (Lee Byung-hun) is a high ranking mobster and enforcer for Kang (Kim Yeong-cheol), a cold and calculating crime boss to whom he is unquestionably loyal. The two share concerns over business tensions with Baek Jr. (Hwang Jung-min), a son from a rival family, which is when Kang assigns Sun-woo what is perceived to be a simple errand while he is away on a business trip — to shadow his young mistress, Hee-soo (Shin Min-ah), whom he fears is having an "affair" with another man, giving Sun-woo the mandate to kill her (and her paramour) if he manages to discover it. As he performs his duty — following Hee-soo, and escorting her to a music recital one day — he becomes quietly enthralled by the girl's beauty and innocence as glimpses into his lonely, empty personal life become more prevalent. When he does come to discover Hee-soo's lover directly in her home, he fiercely beats him and prepares to inform Kang, but his attraction to her causes him to hesitate. He thus spares the two on the condition that they no longer see each other again, earning him Hee-soo's enmity.

After the rape and murder of five elementary schoolgirls, the police have still failed to apprehend the serial killer. After one suspect, Yu Min-cheol (Kim Seung-hun), is shot dead — but with no conclusive proof he was guilty — the country's president becomes involved and adds to the pressure on the police to solve the case. Choi Cheol-gi (Hwang Jung-min), a brilliant but sidelined detective at the Metropolitan Investigation Services who has just brought down corrupt property developer Kim Yang-su (Jo Yeong-jin), is suddenly taken off the case and Kim, thanks to his powerful connections, is released and his case closed. Choi is assigned instead to the serial murders and finally promised a promotion if he can get the police force off the hook by bringing the case to a satisfying conclusion. Choi re-examines the whole case and, with the help of Kim's opportunistic rival, Jang Seok-gu (Yoo Hae-jin), decides to stitch up one of the other suspects as the killer. He chooses Lee Dong-seok (Woo Don-gi), a school bus driver with a retarded wife (Lee Mi-do) and young daughter (Park Ha-yeong) who has a past criminal record that includes child molestation. However, Choi and his team are secretly monitored by Joo Yang (Ryoo Seung-bum), a Seoul District public prosecutor in the pocket of Kim, who is looking for payback on Choi for bringing him down and losing a construction project to Jang. One evening, however, Kim is stabbed to death while playing golf with Joo, and Joo receives embarrassing photos of himself and Kim together. Suspecting that Choi has fitted up Lee in the serial-murder case, Joo makes his suspicions known to his superiors but cannot present any hard evidence. After Joo is again made to look stupid when Lee mysteriously hangs himself in his holding cell, he launches a blitzkrieg investigation into Choi's whole career and family, and a deadly war breaks out between them, with Jang playing both sides off against each other.

Jerry is an upbeat man who works at a bathtub factory, and lives in a modified apartment above a bowling alley with his dog Bosco and his cat, Mr. Whiskers. Jerry is a man with an innocent, almost child-like demeanor, and suffers from delusions and hallucinations that manifest in the form of his pets talking to him. Bosco often represents his good intentions while Mr. Whiskers represents his more violent nature. One day, his manager compliments his hard work and chooses him to help organize an employee barbecue, and he gladly accepts the opportunity to work with his workplace crush, a British woman named Fiona. The following day he asks her out on a date. She initially agrees, though with reluctance, but then stands him up to go to a karaoke party with two other girls who work with her in the accounting department at work, Lisa and Alison. After the party, Fiona's car won't start, leading her to flag down Jerry as he drives by. Fiona offers to take him out for a late dinner to make up for standing him up on the original date, but on the way, Jerry accidentally hits a stag which crashes through his windshield. Jerry's hallucinations show the deer crying out in pain and begging Jerry to kill it so he slits the deer's throat. Fiona, terrified, runs off into the woods. Jerry pursues her and accidentally stabs her. Apologizing for his actions, Jerry kills Fiona to end her pain.
