Justice League of America is an unsuccessful 1997 television pilot produced by CBS and directed by Félix Enríquez Alcalá, based on a team of fictional DC Comics superheroes from the comic of the same name. The film centers on a female meteorologist who gains superpowers and is later inducted into the "Justice League," while the city of New Metro is held for ransom by a terrorist armed with a weather control device.
The film is interjected with mock-interviews of members of the Justice League, speaking about life as a superhero in a past tense, preceding the events of the film.
Synopsis
The protagonist, Tori Olafsdotter (Kimberly Oja), is a meteorologist working at the Eno Meteorological Institute who will later become Ice. The city of New Metro is faced with a tornado controlled by a terrorist calling himself the Weatherman (Miguel Ferrer). The Flash (Ken Johnston) dissipates the tornado using his super speed while the other members of the JLA use their powers to save civilians.Actors

A new heroine has arrived in Gotham whose identity is a mystery— even to Batman. During patrol, the Dynamic Duo spots her trying to stop one of Penguin's shipments on Gotham's interstate, using a plasma rifle to send the Penguin's truck with its driver off the bridge. Batman and Robin save the driver from falling to his death. Batman must figure out who Batwoman is and stop familiar enemies, the Penguin and Rupert Thorne, from selling illegal weapons to the fictional nation of Kasnia. The two employ Carlton Duquesne, a gangster, to provide protection.

The film, set between 1953 and 1960, opens with an unknown entity (Keith David) narrating that it has witnessed the evolution of life on Earth and has decided to eradicate mankind because of its capacity of violence and destruction. At the end of the Korean War, United States Air Force pilot Hal Jordan (David Boreanaz) and his wingman, Kyle "Ace" Morgan (John Heard), are attacked by enemy pilots. Hal is shot down, ejects to safety and is forced to kill a North Korean soldier, causing him to be hospitalized for mental trauma. At Gotham Observatory, scientist Dr. Saul Erdel inadvertently teleports J'onn J'onzz (Miguel Ferrer)—the last survivor of the Green Martian race—to Earth. The shock of J'onn's sudden appearance causes Erdel a heart attack. Unable to return to Mars, J'onn disguises himself as Erdel and takes his wallet and identification.

In a dystopian near-future, Detroit, which is now bankrupt and overrun with crime, gives Omni Consumer Products (OCP) control of its struggling police force. The company plans to replace the poor, run-down sections of Old Detroit with the high-end "Delta City," but must first address the city's high crime rate. A decade after the events of the first film, Dr. Arthur Neuman is giving a tour of the hall of Norse mythology in Edge City Museum. When Dr. Neuman reaches the part concerning Loki's mask, a man in black becomes increasingly anxious. Dr. Neuman mentions that Loki created the mask and unleashed it on Earth, and that those who wear the mask would have the powers of Loki. When Dr. Neuman mentions that Odin punished Loki with imprisonment, the stranger becomes very angry and transforms, revealing himself to be Loki. The tourists panic and flee, but Dr. Neuman stays to argue with the angry god. Loki takes the mask, but realizes it is a fake. In anger, he removes Dr. Neuman's still talking face from his body and puts it on the mask stand, before getting rid of the guards and storming out of the museum in a whirlwind of rage.

When Batman (West) and Robin (Ward) get a tip that Commodore Schmidlapp (Reginald Denny) is in danger aboard his yacht, they launch a rescue mission using the batcopter. As Batman descends on the bat-ladder to land on the yacht it suddenly vanishes beneath him. He rises out of the sea with a shark attacking his leg. After Batman dislodges it with bat-shark repellant, the shark explodes. Batman and Robin head back to Commissioner Gordon's office, where they deduce that the tip was a set-up by the United Underworld, a gathering of four of the most powerful villains in Gotham City (Joker, Penguin, Riddler and Catwoman).

Emperor Ming the Merciless declares that he will first play with and then destroy the Earth using natural disasters. On Earth, New York Jets football star "Flash" Gordon boards a small plane, where he meets travel journalist Dale Arden. Mid-flight, the cockpit is hit by a meteorite and the pilots are lost. Flash takes control and manages to crash land into a greenhouse owned by Dr. Hans Zarkov. Zarkov, who believes the disasters are being caused because an unknown source is pushing the Moon towards Earth, has secretly constructed a spacecraft which he plans to use to investigate. Zarkov's assistant refuses to go, so he lures Flash and Dale aboard. The rocket launches, taking them to the planet Mongo, where they are captured by Ming's troops.

On a distant planet, a wizard named Lerigot is being hunted by Divatox; an intergalactic space pirate, who seeks his golden key in order to traverse an inter-dimensional gateway and enter into matrimony with Maligore, a demon who promises to grant her great riches and power. Lerigot escapes Divatox's forces and travels to Earth in search of Zordon and his friend Alpha 5, but lands in Africa instead. Weakened by the sun's ultraviolet rays, he soon meets a pack of chimpanzees and wanders off with them. Meanwhile, Divatox, angered that Lerigot got away, quickly sets off for Earth in pursuit.
