Synopsis
Summer, 2000. Eleven-year-old Yusuke and his classmates are camping in a woods when suddenly they see a bright light streak over the treetops and into the woods. The boys take off into the woods towards the light. There in the ground, growing, they find a small round metallic object. Toby Tenma is a teenager who lives in the futuristic city-state Metro City, which floats above the polluted "Surface". Toby's father, Dr. Tenma, is a famous roboticist and head of the Ministry of Science, but has a distant relationship with his son. Dr. Tenma meets the city's obstructive leader President Stone to demonstrate a new defensive robot called the Peacekeeper. To power it, Tenma's friend Dr. Elefun unveils the Blue and Red Core, two energy spheres which have opposing positive and negative energy. Stone has the destructive Red Core placed into the Peacekeeper, causing it to go berserk, leading to Toby being disintegrated after sneaking into the room.

In the beginning of the story, Earth has been devastated by a nuclear war. Only a handful of humans have survived, while the rest have changed into mutants who roam the irradiated wastelands. In the idyllic land of Montagar, fairies, elves, and dwarves live in peace. During a celebration of 3,000 years of peace, Delia, queen of the fairies, gives birth to twin wizards: Avatar, who spends much of his boyhood entertaining his mother with beautiful visions, and Blackwolf, who spends his time torturing small animals. After many years, Delia dies, and Blackwolf tries to seize her rule; but Avatar expels him. Years later, Blackwolf has become ruler of Scortch (a semi-irradiated zone), where he restores ancient technology. He tries to attack Montagar twice, but is foiled both times. Blackwolf then discovers an old projector and reels of Nazi propaganda footage, which he uses first to inspire his own soldiers and later to distract the elves, whom his own people can then overcome.

Continuing after the end of the previous film, Interpol agents, led by Inspector Kusaka, search for the wreck of Mechagodzilla at the bottom of the Okinawan Sea. At Kinetech Labs, an inventor named Allan Topher designs a robot for search and rescue, but when he finds out that the robot will be used for military purposes, he programs the robot to flee. The robot escapes but is damaged in the process. It is discovered by 12-year-old Henry Keller, who fixes it and names it Cody. The robot does not remember its past, and Henry and Cody develop a friendship. Eventually, Cody regains his memory and Henry gives Cody back. The inventor feels guilty for taking Cody away, so he returns the robot to Henry. Allan meets Henry's mother, Joanna, and they get along really well. Kinetech finds and corners Cody and Henry. Cody activates another function of his, and takes off with Henry, flying high up into the sky. They reunite with Meagan but when they call their mother, they find out that Kinetech has kidnapped both their mother and Allan so that they can get the robot back. Meagan, Henry and Cody embark to save them and to bring down Kinetech.
