The film is set in British South Africa, in the province of Natal, in January 1879. The first act of the film revolves around the administrators and officials of Cape Colony, notably the supremely arrogant Lord Chelmsford and the scheming Sir Henry Bartle Frere, who both wish to crush the neighbouring Zulu Empire, which is perceived as a threat to Cape Colony's emerging industrial economy. Bartle Frere issues an impossible ultimatum to the Zulu king, Cetshwayo, demanding that he dissolve the Zulu Empire. Cetshwayo refuses, providing Cape Colony with a pretext to invade Zululand. Despite objections from leading members of Cape Colony's high society and from Great Britain itself, Bartle Frere authorises Lord Chelmsford to lead a British invasion force into Zululand.

The film consists of five main sections: The Creation, Adam and Eve, Cain and Abel, Noah's Ark, and the story of Abraham. There are also a pair of shorter sections, one recounting the building of the Tower of Babel, and the other the destruction of Sodom and Gomorrah. The sections vary greatly in tone. The story of Abraham is somber and reverential, while that of Noah repeatedly focuses on his love of all animals—herbivorous and carnivorous or omnivorous. Cats (including lions) drink milk, with Noah's relationship with the animals being depicted harmoniously. It was originally conceived as the first in a series of films retelling the entire Old Testament, but these sequels were never made.

The film documents the events that saw a French Captain, Alfred Dreyfus, sent to Devil's Island for espionage near the end of the nineteenth century. Colonel Georges Picquart (Richard Dreyfuss) is given the job of justifying Dreyfus' sentence. Aboard the cargo ship MC Ruby, docked in New York, six stowaways burst from one of the containers being unloaded. They flee from the ship, but are apprehended by dock workers and the New York police. The MC Ruby's Ukrainian crew watches the detention with some amusement, but the ship's captain and his first mate, Ion Plesin, are displeased, aware that the illegal immigrants will cost the shipping company hundreds of thousands of dollars in fines. In response, company representative Andreas Vlachos arrives to oversee future operations and warn that the crew will be liable for any more such fines.
