Mutter Krause, her daughter Erna and her son Paul live in a tenement in the poorer section of Berlin's Wedding district. Along with them lives "the Tenant", his soon-to-be bride Friede, who works as a prostitute, and her child whose name isn't revealed in the film. Mutter Krause is a quiet, long-suffering old woman who earns what little she can delivering newspapers. However, Paul is an alcoholic and spends all her money on drink. Mutter Krause can't pay back the money she owes the man whose newspapers she delivered and he accuses her of stealing and threatens her with arrest. Mutter Krause must then pawn her last valuable possession, a treasured memento of her late husband. Paul then breaks into the same pawn shop. He gets away but is later arrested. Meanwhile, Erna begins dating a young man with Communist views, who turns Erna to Communism and also helps her earn the money her mother needs by more honest means. At the last minute, she meets a man who can help her with her family's financial troubles. However, Mutter Krause doesn't know about this, and while Erna and Max are at a political rally, Mutter Krause turns on the gas in the apartment and kills herself along with Friede's child.

Krüger le fait lui-même, il tombe dans les escaliers et brise la lampe dont le pétrole se répand sur le manteau en peau de castor. Pour se débarrasser de l'odeur, il accroche son manteau sur le balcon pour l'air frais.

In a Jewish ghetto in German-occupied Poland, a man named Jakob is summoned to the Gestapo office on a charge he broke the curfew. As the soldier who sent him there merely played a prank on him, he is released, but not before hearing a radio broadcast about the defeats of the German Army. As no one believes he went to the Gestapo and came out alive, Jakob makes up another tale, claiming he owns a radio – a crime punishable by death. He then starts encouraging his friends with false reports about the advance of the Red Army toward their ghetto. The residents, who are desperate and starved, find new hope in Jakob's stories. But it all ends as the Germans deport the people to their death in the extermination camps.

1950. After being arrested in a police raid, the two young prostitutes Lotte and Emmi are sent to the mines in Wismut. There, Germans and Soviets work together to extract Uranium for the use of the USSR. Two men fall in love with Lotte: the director Beier, a former SS man who tries to compensate for his past with hard work, and the Soviet engineer Sergei, whose wife was murdered by the Germans in the war. In the meantime, Jupp König, a veteran communist whom Emmi once harbored from the Gestapo, leads the miners as they attempt to replace their harsh and incompetent party boss, Weihrauch. Eventually, König is given Weihrauch's office. Lotte marries Beier, although she later realizes that she loves Sergei. When her husband is badly injured in an accident, he confides to the Soviet engineer that soldiers from his battalion murdered the latter's wife; Sergei replies that he knew it all along. Lotte and her baby son leave the mines and return to Berlin.

Otto Brosowski, a communist miner, writes to the miners in the Soviet city of Krivoi Rog, telling them of the harsh conditions in which he and his friends work, as the capitalist owners of the copper mine demand harder work. He receives a Red Banner from them. As the Nazis seize power, Otto and his family hide the flag from the authorities, taking great personal risks. At 1945, as the Second World War nears its end, the town is occupied by the Americans, who also wish to steal the Banner. At July 1945, as the Americans retreat and allow the Red Army to take over the area, the Brosowski family takes the flag and heads to meet the Soviets.

Buchenwald concentration camp, early 1945. A Polish prisoner named Jankowski, who has been on a death march from Auschwitz, brings a suitcase to the camp. When the inmates in the storage building open it, they discover a three-year-old child. Jankowski tells them he is the son of a couple from the Warsaw Ghetto, both of whom perished. Prisoner Kropinski becomes attached to the boy, and begs Kapo André Höfel to save him. Höfel, who is a member of the camp's secret communist underground, consults with senior member Bochow. He is instructed to send the child on the next transport to Sachsenhausen. Höfel cannot bring himself to do so, and hides him. Jankowski is deported to Sachsenhausen alone.

Dresden, Christmas Eve. Veteran communist and factory director Walter Lörke is told by his daughter Anne that she became pregnant by a young man named Thomas Ostermann, whom she intends to marry. Thomas is revealed to be a sharp critic of the government. Enraged, Walter leaves the house. Outside, he begins to inquire about his would-be son-in-law. After a clumsy voyage in the streets of the city, during which he encounters many absurd phenomena, he discovers that Thomas had a friend whose parents escaped to West Germany. The friend was ostracized by society, but Thomas did not shun him, and was therefore barred from entering university. Walter returns home and talks to Thomas, who realizes that although he suffered injustices, he remains true to the ideals of the party. The two reconcile.

During the Spanish Civil War, a battalion of the International Brigades is cut off without water or ammunition. The commander, Major Bolaños, requests his commissar, the German Heinrich Witting, to select five volunteers who will remain in the trenches and hold off the enemy, while the battalion retreats across the Ebro River. Witting chooses the Frenchman Pierre, the German Willi, the Pole Oleg, the Spaniard José and the Bulgarian Dimitri. In addition, the Soviet radio operator Vasia stays behind to handle communications.
