The film follows the exploits of film actor Jack Noah (Dreyfuss), who is filming in the small, fictional South American country of Parador when Paradorian President Alfonse Simms suddenly dies of a heart attack. Not wanting to lose his position in power, the president's right-hand man, Roberto Strausmann (Juliá) forces Jack to take the 'role of a lifetime' - that of the dead president, as the two men look so much alike. Jack accepts, eventually winning over the people and even the dead president's mistress, Madonna (Braga). However, when paradise proves to be too boring, Jack needs to find a way to get out while keeping Roberto out of the loop., 1h55

The story concerns the darker side of a political campaign trail in Missouri. A gubernatorial candidate, Blake Pellarin, is making a campaign stop in St. Louis when his old mentor, Kim Minnaker, resurfaces. Minnaker left the country after a scandal, but now is working on a memoir and evidently possesses compromising photos of Pellarin that could end his hopes of becoming governor and, beyond that, President of the United States., 1h42

During the 1977 El Salvadoran presidential elections, amid public unrest and a guerrilla uprising, the military regime sends death squads to detain, torture and kill any people who speak out against its human rights record. The Vatican elevates conservative Oscar Arnulfo Romero (Raul Julia) to the position of Archbishop of San Salvador, hoping that he will accept the status quo. Although conservative, Romero is afraid of the government's increasing hostility. After the assassination of Father Rutilio Grande (Richard Jordan), an outspoken Jesuit advocate for the poor, Romero begins to take a stand against the government's policies, prompting the death squads to begin targeting priests.
