The film was produced with a budget of US$25 million and filmed between January 2009 and April 2009 in filming spots of Yunnan, China. According to Chan, the film has been stuck in development hell for over 20 years.
Little Big Soldier takes place during the Warring States period of China, and tells the story of three men and a horse. An old foot soldier (Chan) and a young high-ranking general from a rival state (Wang) become the only survivors of a ruthless battle. The soldier decides to capture the general and bring him back to his own state in hopes for a reward in return.

In western China, 48 BC, a security company under China's current government called the Silk Road Protection Squad is committed towards stopping battles and promoting the idea of peace. Huo An (Chan), the captain, successfully averts a battle between the Indians and Huns. The group returns to their unnamed home city, where Huo An's wife serves as a schoolteacher for orphans. However, the government uncovers evidence that someone in the group is corrupt, causing the entire group to be sentenced to construction work at Goose Gate, a ruined fortress. Once they arrive, the group pays respects at the shrine of a fallen Chinese general, since they originally were child-slaves of Hun descent, but later the general had rescued them.

Five prisoners - Teapot (Sammo Hung), Curly (John Sham), Exhaust Pipe (Richard Ng), Vaseline (Charlie Chan), and Rookie (Stanley Fung) meet in their cell to form a friendship. Rookie assumes the leadership of the group, whilst Teapot is bullied by the others (in the later films, Roundhead, played by Eric Tsang, is the group's victim and Hung's character is the leader). Following their release, they team up with Curly's beautiful sister, Shirley (Cherie Chung), and form a company called the Five Stars Cleaning Co. While most of the group attempt to vie for Shirley's affection, Teapot ultimately forms a relationship with her.

During the late 19th century, an unidentified Chinese man robs the Bank of England. To evade the police, he becomes the valet for Phileas Fogg, an inventor, taking the pseudonym Passepartout. Phileas, just before Passepartout arrived, had been trying to break the 50-mph speed barrier, and after succeeding with the help of Passepartout, they head to the Royal Academy of Science. There, Fogg is insulted by the other "brilliant minds", in particular William Thomson, 1st Baron Kelvin, who believes that everything worth discovering has already been discovered. Phileas is pressured into a bet to see whether he can travel around the world in 80 days. If he wins he will become Minister of Science in Lord Kelvin's place, if not he will destroy his lab and never invent anything again. Phileas and Passepartout start their journey around the world, taking a carriage and leaving London after a confrontation with Inspector Fix, a corrupt officer hired by the Royal Academy of Science to stop them.

During the Qin dynasty, the general Meng Yi is tasked with escorting Ok-Soo, a Korean princess, back to China to marry the Qin emperor. Along the journey, a Korean warrior attempts to seize her back but Meng Yi saves her. Ok-soo falls in love with Meng Yi and displays her affections for him openly, but Meng honourably rejects her and successfully completes his mission. The Qin emperor becomes critically ill later and he sends Meng Yi to find the elixir of immortality, the only thing that can save his life. The guards escorting the elixir are ambushed by rebels on the orders of the treacherous prince and chancellor. Meng Yi hands over the elixir to his deputy, Nangong Yan, before dying in the ensuing battle. Although Nangong Yan manages to bring the elixir to the emperor, the prince and chancellor wanted Nangong Yan and Ok-soo to test the validity of the elixir and force them to consume the elixir, condemning them to imprisonment in the Qin emperor's mausoleum for eternity.

L.A.P.D. Detective Carter is directing traffic. Concurrently, Chinese Ambassador Han addresses the importance of fighting the Triads at the World Criminal Court, announcing that he may know the whereabouts of Shy Shen, a semi-mythical individual of great importance to the Chinese mob. Chan Foh To (Jackie Chan) is a junkyard mechanic and a part-time race car driver who helps the Hong Kong Police Force in their crackdown on illegal street racing in the country. One night, while helping news reporter Amy Yip (Anita Yuen) and Kong (Ken Lo) after their Mitsubishi FTO runs out of gasoline, Chan commandeers the car with Amy inside to chase after a speeding black Nissan Skyline GT-R R32 driven by the dangerous criminal driver Warner "Cougar" Kaugman (Thorsten Nickel). In the high speed car chase's climax, Chan traps Cougar in a police roadblock and has him apprehended. However, due to a lack of evidence and a warrant for arrest, Cougar is immediately released from police custody. Chan continues to be harassed by Amy, who wants to do a cover story of him.

Bob Ho (Jackie Chan) is a CIA undercover agent who decides to retire after moving next to the beautiful Gillian (Amber Valletta) who has three children from previous relationships. Bob and Gillian then start dating but Bob feels he should tell Gillian about his job. Gillian then goes to visit her father in the hospital and leaves Bob to take care of her kids (Madeline Carroll, Will Shadley and Alina Foley). Bob takes the children shopping for clothes for Halloween. The problems start when one of the youngsters accidentally downloads a file for a top-secret formula on his computer. They are then threatened by a Russian terrorist and Bob's archenemy Anton Poldark (Magnús Scheving). Eddie Yang (Jackie Chan) is a Hong Kong police officer cooperating with Interpol in the capture of a crime lord named AJ "Snakehead" Staul (Julian Sands). Snakehead procures an ancient book from a Chinese bookstore keeper, which tells the story of a boy being chosen every thousand years to bind the two halves of a legendary medallion. In Hong Kong, Eddie and Interpol agent Arthur Watson (Lee Evans) lead a raid to capture Snakehead and his men, who are about to kidnap the boy, named Jai (Alex Bao). Eddie and the agents fight off Snakehead's men, infiltrating the temple containing Jai. Jai is saved but Snakehead eludes them. Two weeks later Snakehead captures Jai aboard a cargo boat in Hong Kong. Eddie and a team of Hong Kong police engage and defeat several of Snakehead's men, but Snakehead escapes with Jai to Dublin, Ireland.
