Disappointed by the marriage of her lover to a woman he does not love, prostitute Harumi drifts from the city to a remote Japanese outpost in Manchuria to work in a "comfort house," or brothel, during the Sino-Japanese war. The commanding adjutant there takes an immediate liking to the new girl, but she is at first fascinated, and comes to love, Mikami, the officer's aide. At first he is haughty and indifferent to the girl, which enrages her, but they are drawn together eventually. Abused and manipulated by the adjutant, she grows to hate the officer and seeks solace in Mikami's arms. They carry on a clandestine affair, which is a dangerous breach of code for both of them.

The film tells the story of Aiko, a 35-year-old mute woman who works in a bowling alley, and her brief romance with Yoshioka, a younger man who works as a postal carrier. Yu-na and Sang-hee are two young women with dyed-yellow hair who live and sleep together, and do not care for the usual responsibilities of life, simply doing what they want. At a club that they frequent, they meet Yeong-kyu, another person drifting through life, and Yu-na brings him back to their apartment. Yu-na and Yeong-kyu strike up a sexual relationship, and Sang-hee joins in as well. They two girls are very sexually open with one another, but they become furious when they learn that Yeong-kyu has started seeing an ex-girlfriend, and the girls kill her out of anger. Delirious after a group of young men beat him and the two girls, and rape Yu-na, Yeong-kyu tells the girls that he needs to go see the woman they just murdered. Furious, Yu-na and Sang-hee kill Yeong-kyu, and proceed to vandalize the closed bar that they had taken Yeong-kyu to. When the police catch up with the two girls at the bar, yellow hair having been found in the murdered woman's apartment, they find the two girls having sex with one another.

Set against the backdrop of the 1976 election, the story is centred on delinquent teenager Iris (Sofia Karemyr), who is sent to live in a juvenile home. She meets Sonja (Josefin Asplund) there and the two regularly slip away for adventures in the city. Together they are recruited to the prostitution ring operated by Dagmar Glans (Pernilla August), a madam well-known to the authorities. Dagmar's clients are mostly rich and powerful men, including senior politicians of the day. She becomes the subject of a police investigation led by a young vice officer, John Sandberg (Simon J. Berger). Sandberg soon discovers Glans has powerful clients but also finds his investigation hampered by his superiors and his life threatened by sinister figures. Police break up the prostitution ring but the powerful clients avoid being named in the scandal and Dagmar's trial concludes with her receiving a suspended sentence before Iris can testify about being an underage prostitute. In the aftermath of the trial, Sandberg is killed in a hit and run incident and his report into the affair is classified by the newly elected government. The film ends with Iris running away from the juvenile home, her ultimate fate ambiguous.

The king is eventually poisoned to death by the queen mother, who is desperate to be in power. She sits her son, Prince Sung-won, on the throne as a puppet king, giving the ruthless matriarch firm control over the royal court. Hwa-yeon is moved to a closely watched humble residence, with the queen mother planning to assassinate Hwa-yeon and her son to secure her position in the palace. Upon finding out she and her son are in danger, Hwa-yeon gradually becomes monstrously ambitious, using everyone around her, including her castrated former lover Kwon-yoo and now-King Sung-won ― as tools for her own survival.

The film is set in Scotland in 1954. Shiftless young drifter Joe Taylor works on a barge which operates from Glasgow, on the River Clyde, along the Forth and Clyde and Union Canals to Edinburgh.
