The old witch Surulunda orders little clumsy dragon Hector to find a successor for her. Bringing along a magical book, Hector flies into the room of the young girl Lilly. She agrees to be the new witch, and has to prove her fitness for the job during a probationary period of 99 hours. She has to deal with evil Jerome who wants to steal the book, which he wants to use to control the world. For this purpose he tricks people into looking into his eyes, so that he can hypnotize them. The victims, including Lilly's mother, start to behave oddly and dress in grey.

Mr. Dinkle and Jack (Abbott and Costello) look for work at the Cosman Employment Agency. Jack makes advances to Cosman employee Polly (Dorothy Ford), but he is thwarted by the arrival of her boyfriend, a towering police officer. Polly assigns Dinkle and Jack to babysit for Eloise Larkin's brother and infant sister, while Eloise (Shaye Cogan) and her fiancé are out for the evening. The babysitting duties are complicated by the fact that Donald (David Stollery) is something of a prodigy, as well as a self-proclaimed "problem child". The dull-witted Jack is soon outclassed by the child, and an attempt to lull the boy to sleep by reading the fairy tale Jack and the Beanstalk (Jack's "favorite novel") aloud fails when Jack stumbles over the larger words. Bemused by Jack's incompetence, Donald reads the story instead--a role-reversal made complete when Jack falls asleep as Donald reads. In his slumber, Jack dreams that he is the young Jack of the fairy tale.

After three years in prison, Cruella de Vil (Glenn Close) has been cured of her desire for fur coats by Dr. Pavlov (David Horovitch) and is released into the custody of the probation office on the provision that she will be forced to pay the remainder of her fortune (eight million pounds) to all the dog shelters in the borough of Westminster should she repeat her crime. Steve Walker (Dean Jones) arrives in a North Carolina seacoast town to take the position of track coach at Godolphin College. The night of his arrival coincides with a charity bazaar at the hotel where he will be boarding — Blackbeard's Inn, named after the notorious English pirate Captain Edward Teach and now run by the Daughters of the Buccaneers, elderly descendants of the pirate's crew. The owners are attempting to pay off their mortgage to keep the inn from being bought by the local crime boss, Silky Seymour (Joby Baker), who wants to build a casino on the land. The land of the queen is divided in two parts. At one side, there is a residential area which is overwhelmed by the mighty castle. On the other side is a dark forest named Unterwaldt. Both parts are only connected with a little bridge over the river. One day Little Red Riding Hood is picking flowers at the border of the residential area. She sees a beautiful flower across the bridge and decides to enter Unterwaldt. The forest takes Little Red Riding Hood in its power and the girl forgets time. She decides to swim in the river, but suddenly a shark-fin appears. However, it is the hat of dwarf Bubi who spies on the woman. Bubi is attacked by a bear. A scared Little Red Riding Hood runs further into the forest. The bear takes Bubi to the cottage of the dwarves. It is revealed the bear is the disguised dwarf Tschakko. As Bubi looked at a woman, which is forbidden by the dwarves, he is punished. Squirrels tickle his feet until Bubi can't stop laughing.
