In Japan, the home of Chozen "Cho" Osaki (Sho Kosugi) is attacked by an army of ninjas, resulting in the slaughter of his entire family except for his mother and his younger son, Kane (Kane Kosugi). When military psychiatrist Bill Turner (Michael Dudikoff) falls for a general's daughter, a dark conspiracy threatens to swallow up everyone involved.
