Il s'inspire très approximativement de l'évacuation de 225 étrangers et presque 600 ressortissants chinois du port d'Aden au Yémen en 2015 durant la guerre civile yéménite. Le film est du même style que Operation Mekong (2016) du même réalisateur.
Il sort à l'occasion du 90e anniversaire de la fondation de l'Armée populaire de libération, et peu de temps après le 19e congrès national. Il est présenté comme étant le « premier film naval moderne chinois ». Il totalise 579 millions de $ de recette, en faisant pour l'instant le septième plus grand succès mondial de 2018 et le deuxième plus gros succès chinois de tous les temps.
Synopsis
En service en mer Rouge, une flotte de patrouille de la Marine chinoise reçoit un appel de détresse d'un cargo attaqué par des pirates somaliens qui menacent les passagers et les marins chinois présents à bord. Elle déploie immédiatement une unité d'intervention rapide, baptisée Jiaolong et composée de 8 personnes, destinée à ralentir la progression des pirates jusqu'à ce que les navires de la Marine, lourdement armés, puissent arriver sur la zone. Déployé par hélicoptère, l'unité débarque sur le cargo. Son tireur de précision est gravement blessé à la colonne vertébrale et doit être remplacé. L'équipe d'assaut est félicitée de son travail une fois la flotte principale arrivée.Actors

Chan Foh To (Jackie Chan) is a junkyard mechanic and a part-time race car driver who helps the Hong Kong Police Force in their crackdown on illegal street racing in the country. One night, while helping news reporter Amy Yip (Anita Yuen) and Kong (Ken Lo) after their Mitsubishi FTO runs out of gasoline, Chan commandeers the car with Amy inside to chase after a speeding black Nissan Skyline GT-R R32 driven by the dangerous criminal driver Warner "Cougar" Kaugman (Thorsten Nickel). In the high speed car chase's climax, Chan traps Cougar in a police roadblock and has him apprehended. However, due to a lack of evidence and a warrant for arrest, Cougar is immediately released from police custody. Chan continues to be harassed by Amy, who wants to do a cover story of him.

IDC (International Defense Commission) agent Sean Wong (Andy On) and his team members are in Jordan on a dangerous mission to escort a scientist named Kenner Osama Muhammad, who has stolen a copy of the smallpox virus, to Norway. On the way out of the country, the convoy were ambushed by a group of assailants. It was later revealed that Sean has betrayed the team for his own agenda and shot his colleagues Jon Man (Jay Chou) and his girlfriend Ice (Michelle Bai). Sean then escapes with Kenner and the virus. The failed mission left Ice dead while Jon has a bullet lodged in his brain with no safe way to remove it and only two weeks to live. Three months later, the crew of a freight ship on Malaysian water was found to have been infected and killed by the smallpox virus. Elsewhere, Sean contacts an arms dealer called Tyler (Jared Robinson), who suggests to mutate the virus into a biological weapon, develop a vaccine and sell it to a corrupt pharmaceutical company. In Beijing, Jon returns home to spend his remaining days with his mother (Elaine Jin), who tells him that he has a long lost brother, Man Yeung (Nicholas Tse) whom she left behind with his father, Man Tin (Liu Kai Chi).

Don Lee (Nick Cheung), a police detective in Kowloon whose reliance on informants leaves him struggling with a guilty conscience. Lee's previous stool pigeon's cover was blown and was attacked, leading him paranoid and driven from his wife and home. Lee begins to doubt his own methods.
