The film was written and directed by Lee Frost, and stars Sondra Currie (who would later be better known to recent audiences for her role in the Golden Globe-winning comedy The Hangover), Tony Young, and Phil Hoover.
Despite the fact that the story actually features only one female police officer, the film's title was pluralized and formed into one word because the title Police Woman was already in use by an NBC TV series whose pilot was scheduled to premiere one month after this film's release.

In 1917 Republican China, Liu Jinxi and his wife Yu are an ordinary couple with two sons, Fangzheng and Xiaotian, living together in Liu Village, Yunnan. One day, two bandits enter the village and attempt to rob the general store. Liu happens to be in the shop, and he fights and kills the robbers when they turn violent. The film follows two con artist brothers, Yipao (Yuen Biao) and Taipao (Bryan Leung). One day they are cheated out of their ill-gotten gains in an encounter with Jia Wu Dao (Lau Kar Wing). A nameless hitwoman (Jacklyn Wu) who, for reasons not entirely clear, has a lower than average body temperature. She is cold-blooded in other ways as well, assassinating her targets with steely detachment and having only two real acquaintances: the Cambodian woman who gives her killing assignments and money, and the street vendor Long Shek (Sean Lau), at whose stand she habitually relaxes after successful hits with a bowl of noodles. Long Shek dubs her Pretty Ghost, and the two gradually become something like friends. Pretty Ghost ends up traveling to South Korea to assassinate a local gangland kingpin, a job she decides will be her last. However, the dead man's bodyguard, Yichin (Sang Woo Han), is out for revenge and comes after Pretty Ghost, and she is quickly betrayed by her Cambodian boss. In between scenes of violence, the film explores Pretty Ghost's character and her slow change from icy killing machine to humanized woman.

The film opens in the small town of "Liberty", where a vicious group of neo-Nazis have been terrorizing the populace, most recently having murdered an African-American pastor and set fire to his church. While visiting his sister and brother-in-law in Liberty, Tommy Lee (Phillip Rhee) crosses paths with the group's leader Donnie Hansen (Mark Rolston), and is drawn into the conflict when his sister is attacked in their car. Later, the group attempts to harass a schoolteacher named Margo (Gina Gershon) at the local 4-H fair, but Tommy intervenes and fends them off. Ungrateful at first, she eventually warms up to Tommy when they are set up on a blind date, and they start a relationship. Meanwhile, the neo-Nazis launch an assault on Tommy's family. After saving Margo from an attempted rape, Tommy returns home to find his sister badly beaten. He and his brother-in-law, the local sheriff Jack Banning (Christopher McDonald), decide to take matters into their own hands and invade the group's heavily guarded compound, where Jack's children have been taken hostage. After a long, climactic fight, the children are rescued and Tommy defeats Hansen in single combat, but refuses to kill him, knowing that it would only further his message of hatred. As Tommy turns away, Hansen takes aim at him with a rifle, prompting a local teenager named Owen Tucker (Peter Simmons) to shoot and kill Hansen himself, thus brokering a new peace in the town. The ending scene shows the pastor's child reading from the Bible and the church being rebuilt.

In the peaceful Appalachian hills of eastern Kentucky, toxins are being dumped into abandoned mines, causing environmental havoc, but the locals, mindful of their jobs and the power of the mine owners, can do nothing.
