Failing UHF TV station KRUD, Channel 17, is "reborn" as Christian television station KGOD. The new format is a big success but attracts an incompatible mix of fringe ministries and broadcasters wanting time on the station. Davey Osborne (Henry Thomas) is an 11-year-old who lives in San Antonio with his father, Hal Osborne (Dabney Coleman). His mother has recently died, leaving just him and his father, a military air traffic controller who has problems relating to his child. Davey is a lonely child and is still grieving over his mother, so he immerses himself in the fantasy world of Cloak & Dagger, an espionage game which exists in both role playing and video forms. Davey has one friend, Kim, (Christina Nigra) a girl who lives nearby with her single mother. Davey is interested in the world of espionage and his hero is the character Jack Flack from the game. He wants to live an action-packed life like Jack Flack and he carries around a water pistol as his "gun" and a softball as his "grenade". Davey spends much of his free time playing Cloak & Dagger and spinning elaborate fantasies involving Jack Flack, an imaginary friend who takes the form of a more dashing version of his father (the role of Flack is also played by Coleman).

Pee-wee Herman has a dream of being a famous singer. He makes his exit by disguising himself as Abraham Lincoln. One of the fans asks him for his autograph, but his disguise is promptly exposed. Simpleton bachelor Fred Chaney (Goldthwait) inherits a buck-toothed horse named Don and one half of a stock brokerage firm from his dead mother. He discovers Don is a talking horse (who can also speak the language of several other animals) that belonged to his deceased father. His stepfather Walter Sawyer (Coleman) offers to buy out Chaney's share of the business for a paltry sum, but Chaney refuses. Instead Chaney returns Don to his talking-horse family in the countryside and claims his place as partner at the firm. Chaney takes over an office and begins working as a broker, much to the chagrin of Sawyer. Don the horse overhears a stock tip and calls Chaney, presumably using his teeth to dial the phone. Chaney acts on the investment advice and becomes wealthy overnight.

Stewart McBain (Coleman) is a successful self-made demolitions expert who blows up buildings for a living. In the midst of one such project, a group of protesters stops the last building on a lot, the Dutch House, from being demolished.
