Joe, Al et Willie sont trois vieux retraités. Ils vivent en colocation dans le Queens et n'attendent plus que de mourir. Ils passent leurs journées à trainer au parc et à nourrir les pigeons. Roberta (Rosanna Arquette) is an unfulfilled suburban housewife living in Fort Lee, New Jersey who is fascinated with a woman she only knows about by reading messages to and from her in the personals section of a New York City tabloid. This fascination reaches a peak when an ad with the headline "Desperately Seeking Susan" seeks a rendezvous in Battery Park with the man who regularly seeks her. Roberta goes to Battery Park too, sees the woman (Madonna), and in a series of events involving mistaken identity, amnesia, and other farcical elements, Roberta goes from voyeur to participant in an Alice in Wonderland–style plot, ostensibly motivated by the search for a pair of stolen Egyptian earrings. In order to write an article on how cheerleading demeans women, titled The Swinging Cheerleaders, giving the movie its name, a reporter for a college newspaper infiltrates the cheerleading squad. While doing so, she uncovers unscrupulous dealings; the coach and dean are in cahoots in rigging football games to favor betting spreads the statistics professor, who is also the bookie, arranges. Later the statistics professor turns against the coach and dean as they turn against their star quarterback who they want to convince to throw the game for a big payoff. But when confronted, the quarterback refuses on principle and is arrested by University Police who plant a joint on him as they carry out the deans ultimatum. The movie endorses defiance of authority, and questions love and virginity.
