The Masters launch a covert attack on a small human settlement, killing Colonel B.D. Andrews of the Army of the Southern Cross and secretly replacing him with a clone. Keisuke is joined by archaeologist Saeko Kaneshiro, who translates the prophecy and takes one of the artefacts, bearing the likeness of the legendary monster King Caesar, to study. In the beginning of the story, Earth has been devastated by a nuclear war. Only a handful of humans have survived, while the rest have changed into mutants who roam the irradiated wastelands. In the idyllic land of Montagar, fairies, elves, and dwarves live in peace. During a celebration of 3,000 years of peace, Delia, queen of the fairies, gives birth to twin wizards: Avatar, who spends much of his boyhood entertaining his mother with beautiful visions, and Blackwolf, who spends his time torturing small animals. After many years, Delia dies, and Blackwolf tries to seize her rule; but Avatar expels him. Years later, Blackwolf has become ruler of Scortch (a semi-irradiated zone), where he restores ancient technology. He tries to attack Montagar twice, but is foiled both times. Blackwolf then discovers an old projector and reels of Nazi propaganda footage, which he uses first to inspire his own soldiers and later to distract the elves, whom his own people can then overcome.

Jake retrouve par ailleurs sa demi-sœur, Mako Mori, devenue Secrétaire Générale du Pan Pacific Defense Corps. A centuries long war between humans and vampires has devastated the planet's surface and led to a theocracy under an organization called The Church. They constructed giant walled cities to protect mankind and developed a group of elite warriors, the Priests, to turn the tide against the vampires. The majority of the vampires were killed, while the remainder were placed in reservations. With the war over, the Clergy disbanded the Priests. Outside the walled cities, some humans seek out a living, free from the totalitarian control of the Church.
