Rollie Tyler (Bryan Brown) is asked by his girlfriend's ex-husband, a cop, to use his special-effects expertise to help catch a serial killer. However, when things go wrong and the cop is killed, he begins to suspect a setup and corruption within the police department. He calls on the help of his friend Leo McCarthy (Brian Dennehy) to investigate the death and they discover the trail leads to an old case involving stolen gold medallions that have been missing for decades. Davey Osborne (Henry Thomas) is an 11-year-old who lives in San Antonio with his father, Hal Osborne (Dabney Coleman). His mother has recently died, leaving just him and his father, a military air traffic controller who has problems relating to his child. Davey is a lonely child and is still grieving over his mother, so he immerses himself in the fantasy world of Cloak & Dagger, an espionage game which exists in both role playing and video forms. Davey has one friend, Kim, (Christina Nigra) a girl who lives nearby with her single mother. Davey is interested in the world of espionage and his hero is the character Jack Flack from the game. He wants to live an action-packed life like Jack Flack and he carries around a water pistol as his "gun" and a softball as his "grenade". The film opens on truck driver Patrick Quid (Stacy Keach) as he pulls into a motel for the night. Quid notices a man in a green van checking in with a female hitchhiker he had passed earlier because the trucking company policy forbids it. Nevertheless, Quid is miffed at the man for taking the last room in the motel and picking up the attractive hitcher. In the motel, the hitcher strums a guitar naked on the bed, while the unidentified man unpacks a new guitar string.
