In a flashback, Hiko Seijūrō finds young Shinta digging graves for bandits and slavers killed in battle. Shinta explains that all people are only bodies after death. Ryotaro pursues the Molech Imagin to May 8, 2000 and becomes Kamen Rider Den-O to destroy the Imagin. Though it seemed the danger passed, it turned out that the Molech Imagin was under the employ of a rogue Kamen Rider named Gaoh who hijacks the DenLiner with his band of Imagin. After knocking Ryotaro out when he and Hana attempted to board the DenLiner while trapping all the Taros sae Ryutaros, Gaoh steals Owner's Master Pass with the intent to travel back in time via "God's Line" to Japan's Edo Period to retrieve the legendary God's Train, the GaohLiner. Trapped in 2000, with Ryotaro having lost all memory of Den-O, he and Hana encounter Ryotaro's younger self, later called Kotaro by the group, and the Imagin Sieg that they aided earlier. Momotaros arrives after escaping the DenLiner, but he is only able to possess Kotaro while Sieg's special talents allow him to still possess Ryotaro. Yuto shows up, taking everyone on the ZeroLiner to pursue Gaoh, with Kotaro joining them. Gaoh uses the DenLiner to damage the ZeroLiner before transforming into his Kamen Rider Form to send the gang into the Mesozoic Era before they are able to reach the Edo Period. While Yuto fixes the ZeroLiner, Ryotaro and Kyotaro talk, revealing that the event Ryotaro most regrets is losing the only remaining photograph of his parents, who died when he was young, because he cannot remember their faces without the photograph., 1h23

In the future, on the planet Dorothy, a world dominated by canine humanoids, duck's ass-hairstyle wearing "Sweet" JP races in the planet's Yellowline car race, a final elimination race despite two interplanetary wars to the most popular race in the galaxy, the Redline. In 1876, U.S. Army captain Civil War veteran Nathan Algren is traumatized by his participation in atrocities during the Indian Wars, and has become an embittered alcoholic. Algren is approached by his former commanding officer, Colonel Bagley, on behalf of Japanese businessman Omura, who wishes to hire distinguished U.S. soldiers to train the Imperial Japanese Army to suppress a samurai rebellion, led by Katsumoto Moritsugu. In exchange, Japan would ratify a lucrative trade agreement that would grant the U.S. exclusive rights to supply arms to the Japanese government. Although Algren despises Bagley for having ordered atrocities during the Indian wars, he accepts the job for the money and sails to Japan. Most of the soldiers being trained are little more than inexperienced peasants and farmers.The training is interrupted when the samurai rebels attack a railroad owned by Omura; Bagley orders the regiment to mobilize, overruling Algren's objection that the soldiers are not ready. Algren is proved correct: during a battle in a foggy forest in Yoshino Province, the undisciplined and intimidated soldiers panic and are quickly routed by the samurai horsemen. Algren kills several samurai with his revolver and saber but is eventually knocked from his horse. Algren desperately fights using a spear tipped flagstaff with a flag of a white tiger until he collapses from complete exhaustion. As he is about to be vanquished, he kills his would-be executioner with the staff's spear tip. His ferocity and refusal to surrender, as well as the image of the white tiger on the flag he is fighting with, reminds Katsumoto of a recurring dream. The swordsman Ogami Ittō is confronted by a secretive branch of the Yagyū clan that practices black magic, including the ability to burrow through the earth. Set after the events of Kamen Rider Den-O, Ryoutaro and the DenLiner gang have set up a detective agency called the DenLiner Police (デンライナー署, Denrainā Sho) who seek to keep the Imagin that survived the Junction Point in check after an Imagin stole a spare Den-O Pass from Owner while he was training. While pursuing the Pink Rabbit Imagin via car chase, they cross paths with the Horse Fangire as Den-O and the Tarōs battle them, killing the two monsters and not finding the Den-O Pass on either. Soon after, the DenLiner Police are joined by detective Kazuya Suzuki, who tells them of an "Evil Organization" that is making itself known in the criminal underworld. After R-Ryotaro's "arrest spree", Ryotaro and Kazuya encounter Wataru Kurenai and Shizuka as they are suspiciously digging up items for a new violin varnish. After a small spat with U-Ryotaro and an unintentional possession of Wataru by Momotaros, Ryotaro and Kazuya locate the base of the Evil Organization after Wataru tips them off. There, before being chased out, they find Yuto with the organization's leader, the Imagin Negataros, and a man that Kazuya recognizes as wanted criminal Seiya Kuroki. Acting on his own, Kazuya attempts to arrest Kuroki, only to be ambushed by the Clown Imagin. However, with a drunk Deneb and Naomi as a distraction, Yuto, who has been working incognito, attempts to free Kazuya. Before he can ambush Sarah with a metal bat, he is possessed by Urataros who manages to successfully woo her and wrest the gun away. Yuto kicks Urataros out as he fights her and the Clown Imagin as Kuroki arrives, with K-Ryotaro providing backup. Negataros takes his leave while activating the detonation device with everyone making it out.
