Produced by Pawan Kalyan and Sharath Marar jointly under their banners Pawan Kalyan Creative Works and Northstar Entertainment Pvt. Ltd. in association with Eros International, the film is the sequel of the 2012 Telugu film Gabbar Singh.
Besides penning the film's story and screenplay, Kalyan plays the protagonist of the film. Kajal Aggarwal plays the female lead and Sharad Kelkar plays the antagonist, marking his Telugu debut. Devi Sri Prasad composed the score and Arthur A. Wilson was its cinematographer. Initially titled Gabbar Singh 2, the film's production began on 21 February 2014 in Hyderabad with Sampath Nandi directing the film. He was later replaced by Ravindra after which the principal photography began on 29 May 2015 at Malshej Ghat in Maharashtra.

Baldev Sahay (Ravi Teja) is shown to be a corrupt yet valiant police officer working as an Assistant Commissioner of police in Kolkata. In an attempt to save a dreaded gangster named Ganguly (Sampath Raj), he loses his life and Ganguly is kidnapped by Baldev's allies Kundan (Ajay) and Rajeev (Subbaraju). The Home Minister Jayavardhan (Mukesh Rishi) is concerned about Ganguly being apprehended. Upon hearing the news of Baldev's death, his mother loses consciousness and is admitted to the hospital. Jayavardhan promises to the people that he will apprehend Ganguly bhai and offers his resignation if he is not successful doing the same. The media and the people comment on how an honest man like Jayvardhand had a really bad brother. (At this point in the direction of the movie, the viewer is made to believe that Baldev Sahay is the brother of Jayavardhan).

Sanjay Sahu (Pawan Kalyan) is a post-graduate from Osmania University and is working as a gym instructor. He is in love with Indu (Kamalini Mukherjee) who wishes to marry him. So she makes him meet her father (Prakash Raj), who is a police officer and also happens to be his old acquaintance. Her father declines to approve their love and she is forced to marry according to her father's choice. Meanwhile, Bhagmathi a.k.a. Bhagi (Ileana D'Cruz) and her friend Jyothsna a.k.a. Jo (Parvathi Melton) are chased by hoodlums before being rescued by Sanjay. Meanwhile, Jo and Bhagi are ragged in the college before being again rescued by Sanjay. Chandra Shekhar aka Chandu (Nitin) is a daredevil youth and is a fearless boy. Once he comes across a beautiful girl Nandu (Hansika Motwani), daughter of a dreaded factionalist Peddi Reddy (Suman). Soon he loses his heart. He starts teasing her and wants to prove that he is sincerely loving Nandu. He tells Nandu that he could do anything for her. Then the latter tells him that he should not follow her until she calls him. In order to grab her attention, he sends his father (Chandramohan) and mother (Pragati) to express his love and let her know that they too encourage him instead of trying to divert his attention from love. Later Nandu realises that she too is truly loving him. At this juncture, Jayaprakash Reddy (Jayaprakash Reddy) goes to Peddi Reddy for an alliance for his brother's son Veera Pratap Reddy (Saleem Baig). Peddi Reddy refuses to marry Nandu with Veera Pratap Reddy. This flares up the factionalism between the two. At a time when Nandu wants to express her love to Chandu, she is taken away by her father to their village. The climax deals as to how the two meet and how the success of their love turns up.
