Synopsis

Une aventure entre espions rivaux à propos de documents concernant le procédé pour extraire un carburant de l'eau de mer. Une histoire d'amour qui menace de tourner tragiquement, puisque la jeune femme embrigadée par force dans le réseau du docteur Morenius s'éprend de son rival avant de revenir, triomphante, vers son fiancé.

Albert Rimoldi, timide employé de banque au Crédit Central de Rouen est un être sensible et naïf. Afin de lui faire une blague, deux de ses collègues de bureau lui adressent une lettre d'amour où une certaine Jenny lui donne rendez-vous. Le lendemain de cette triste soirée où il comprend qu'il a été berné, il se voit demander par le directeur de la banque – qui lui promet une substantielle augmentation – de convoyer un fourgon contenant deux cents millions. Soupçonné du vol après le braquage du convoi de fonds, Rimoldi est relâché faute de preuves, mais il se trouve dès le lendemain confronté à une série de meurtres, dont celui de la mystérieuse Jenny. Après bien des aventures, il démasquera lui-même l'assassin et touchera la prime des assurances, ce qui lui vaudra le respect de son entourage.

In pre-revolutionary Cuba, James Wormold (Alec Guinness), a vacuum cleaner salesman, is recruited by Hawthorne (Noël Coward) of the British Secret Intelligence Service to be their Havana operative. Instead of recruiting his own agents, Wormold invents agents from men he knows only by sight, and sketches "plans" for a rocket-launching pad based on vacuum parts to increase his value to the service and to procure more money for himself and his expensive daughter Milly (Jo Morrow). Because his importance grows, he is sent a secretary, Beatrice (Maureen O'Hara), and a radioman from London to be under his command. With their arrival it becomes much harder for Wormold to maintain his facade. However, all of his invented information begins to come true: his cables home are intercepted and believed to be true by enemy agents who then act against his "cell". One of his "agents" is killed, and he is himself targeted for assassination. He admits what he's done to his secretary, and is recalled to London. At the film's conclusion, rather than telling the truth to the prime minister and other military intelligence services, Wormold's commanders (led by Ralph Richardson) agree to fabricate a story claiming his imagined machines had been dismantled, bestow honors on Wormold, and offer him a position teaching espionage classes in London.

Coming to the assistance of a nanny who is almost killed during a bungled hit-and-run assassination attempt, Richard Hannay (More) is surprised to find that there is no baby in her pram. Curious, he meets her at the Palace Music Hall where she has gone to see the act of Mr Memory (James Hayter). Afterwards, she goes back to Hannay's flat with him, where she reveals that she is a spy working for British Intelligence following a group called "The Thirty-Nine Steps"; all they know about their elusive leader is that he is missing the tip of a finger. The Thirty-Nine Steps are in possession of a set of top-secret plans for "Boomerang", a British ballistic missile project that could tip the balance of power in Europe. She tells Hannay that she must leave for Scotland immediately, but while Hannay is out of the room, she is killed by two hitmen.

Upper class Mrs. Barrington (Jeanne de Casalis) takes in two child evacuees from London, including cocky teenager Ronald (George Cole), lodging them in a cottage she owns. However, it has already been let to annoyingly inquisitive Charles Dimble (Alastair Sim). To compound the confusion, Mrs. Barrington had also agreed to allow it to be converted into a military hospital. Spitfire pilot Flight Lieutenant Perry (John Mills) parachutes into the nearby loch and becomes the first patient, tended by Mrs. Barrington's pretty daughter Helen (Carla Lehmann). Mrs. Barrington moves Ronald to the main house, while Dimble and Perry remain in the cottage.
