The film is an updated adaptation of the 1881 novel The Prince and the Pauper by Mark Twain set in Southern California beach culture, featuring a prince and, instead of a pauper, the skateboarding surfer Cash, who wants to be rich and escape his boring life. The Queen of Gelfland brings her son, prince Edward, to the United States, seeking a trade treaty; the young prince wants to escape his life, to spend time among the common people. During Edward's one permitted limousine ride near the beach, Cash skitches with the limo on its way back to the hotel, and meets Edward in his suite; the two hatch their plan to trade places, and separate. Unbeknownst to them, the evil Minister Kratski plots to undermine the Queen's efforts, and instead convert Gelfland into Golfland. While pursuing princess Galina, Cash learns of the minister's plan. Meanwhile Edward pursues Cash's friend Melissa, enjoying and enduring life in the suburbs. In the end, Cash and Edward reunite to save the day., 1h46

The film begins as if it were a stage play presented by Mother Goose (and her wise-cracking, talking goose companion, Sylvester) about two nursery rhyme characters, Mary, Mary Quite Contrary and Tom the Piper's Son, who are about to be married. At the same time, the miserly and villainous Barnaby is hiring two crooks, Gonzorgo and Rodrigo, to throw Tom into the sea and steal Mary's sheep, thus depriving her of her means of support, and forcing her to marry Barnaby instead. (Mary has just come into a huge inheritance of which she is obviously unaware, but somehow–it is never explained how–Barnaby knows about it and intends to get it for himself.) After bopping Tom on the head with a hammer and tying him in a bag, the two henchmen, dimwitted Gonzorgo and silent Roderigo, pass by a gypsy camp. They decide to sell Tom to the Gypsies instead of drowning him in order to collect a double payment., 2h4

A young boy named Tadashi Ino moves to a small town after the divorce of his parents. At a local festival, he is picked to be that year's "Kirin Rider," a protector of all things good. He soon discovers that his new title is quite literal, as a nefarious spirit named Yasunori Kato appears. Originally a human who became a demon from the strength of his hatred for humans, Kato desires vengeance against their actions on the Yokai. To carry out his revenge, Kato allies himself with a Yokai named Agi while he summons a fiery spirit called Yomotsumono, composed of the resentment of the many things which mankind has discarded. With Yomotsumono's flames, Kato feeds it Yokai which are used as ingredients in creating violent junkyard Tsukumogami under his control that capture other Yokai to build their numbers while killing humans. One of such Yokai, Sunekosuri, escaped and befriended Tadashi who attempts to obtain the Daitenguken from the mountain as part of being the Kirin Rider. However, he wimped out at the last second and with trickery by Shōjō, who picked Tadashi out, the boy overcame the test. Accompanied by Shōjō, Kawahime, and Kawataro, Tadashi makes his way to the DaiTengu who gives him a sword before being taken away by the Tsukumogami. In spite of Tadashi's attempts, the sword is broken as Agi takes Sunekosuri as her captive before the boy is knocked unconscious., 1h36
