Continuing seventeen years after Arcand's The Decline of the American Empire, the film centres on an exploration of the characters first met in the original film and their children, newly introduced. The older generation are still largely social-democrats and proponents of Quebec nationalism, but both political and economic developments after the “Quiet Revolution” of the 1960s, as well as their own aging, make their left-wing stance seem somewhat anachronistic., 1h40

It concerns the lives of a group of misfits trying to find a happier life against the norms of society. Sutherland plays an ex-con with a passion for demolition derbies. He has wrecked almost every possible car, but violates his parole when confronted by a 1950 Studebaker. This embarrasses his brother, a politically ambitious district attorney (Howard Hesseman, in an unlikely respectable role). Fonda plays a prostitute with an off-on relationship with Sutherland's character. The gang tries to get an old Consolidated PBY Catalina plane flying, and much humor ensues., 1h31

The series opens with Don Karnage and his band of air pirates hijacking and boarding a plane owned by Shere Khan to steal a box containing something that the pirates want. However, after Karnage and his men return with the box to their mothership, the Iron Vulture, a young bear-cub named Kit Cloudkicker steals the box and then leads the pirates through a chase sequence that results in him jumping off the ship and cloud-surfing out of the area with his trusty airfoil, hitching a ride over to a tavern owned by Louie, wherein he hides the box. Karnage and his men bust in, and Kit annoys them some more before escaping and following customer Baloo, who allows him to ride in his cargo plane, which he has named the Sea Duck. The air pirates give chase, with Baloo not understanding why they are after him. However, he manages to elude them by flying to the city of Cape Suzette, where the air pirates cannot enter because the people working the cliff guns (which are anti-aircraft artillery pieces) keep shooting at them., 1h59

The story centers on a 7-year-old boy, Pepper Flynt Busbee (Jakob Salvati), who is devastated when his father enlists in the army during World War II. The title is a reference to Little Boy, the code name for the atomic bomb dropped on Hiroshima as well as a reference to Pepper's height. Pepper has an extremely close relationship with his loving father. It begins from the very moment he is born when his father cradles him in his arms and mentions how small he is. When Pepper is examined by a doctor the physician is asked if the child is a midget. However, the doctor says that the term is offensive and suggests that he is just a "little boy." However, when World War II begins, Pepper's older brother is declared ineligible for military service because of flat feet and his father joins in his place. Not long after his father leaves for war, Pepper hears the Bible verse, "Truly I tell you, if you have faith as small as a mustard seed, you can say to this mountain, ‘Move from here to there,’ and it will move" (Mt. 17:20), he becomes determined to get enough faith to bring his father home. Nevertheless, as his friend and mentor Father Oliver tells him, faith is useless to anyone who harbors hatred. The film highlights the tremendous hatred against Japanese-Americans that was rampant in America at this time. Father Oliver tells Pepper to befriend a Japanese man named Hashimoto. At first, the racism Pepper has internalized from society makes him hesitant to follow this advice, but as he gets to know Hashimoto, he begins to value their friendship and learns from Hashimoto to stand up to those who bully him about his height. The plot then takes a turn when Pepper's father is reported missing in action. Pepper's mother (Emily Watson) struggles to keep her family together in the face of these overwhelming hardships., 1h51

During the robbery, two policemen and Dutcher are killed. Nadine drives the get-away car and eludes the police, but she, too, has been mortally wounded.
