Basil (Alan Bates) is a half-English, half-Greek writer raised in Britain who bears the hallmarks of an uptight, middle-class Englishman. He is waiting at the Athens port of Piraeus on mainland Greece to catch a boat to Crete when he meets a gruff, yet enthusiastic peasant and musician named Zorba (Anthony Quinn). Basil explains to Zorba that he is traveling to a rural Cretan village where his father owns some land, with the intention of reopening a lignite mine and perhaps curing his writer's block. Zorba relates his experience with mining and convinces Basil to take him along.

When the existence of a strain of plague (vaguely identified as pneumonic) is revealed at the U.S. mission at the International Health Organization, three terrorists seek to blow up the U.S. mission. Two of them are shot, one mortally, by security personnel but one escapes. The surviving terrorist is hospitalized and quarantined and identified as Swedish. Dr. Elena Stradner (Ingrid Thulin) and U.S. Colonel Stephen Mackenzie (Burt Lancaster) (Military Intelligence assigned to the IHO) argue over the nature of the strain, which Stradner suspects is a biological weapon but which Colonel Mackenzie claims was in the process of being destroyed.

An armed gunman causes a hostage situation at a Los Angeles grocery store. When negotiations between him and the law fail, Marion Cobretti (codenamed "Cobra"), a member of an elite division of the Los Angeles Police Department known as the "Zombie Squad", is summoned to the scene. Cobretti infiltrates the store, locates, and negotiates with him. During the negotiation, the criminal speaks of the unknown "New Order", a group of social darwinist radicals that despise modern society and believe in killing the weak, leaving only the strongest and smartest to rule the world. In 1821, a British sailing ship, the Becket, anchors on the New Zealand coast. Philip Wayne (Hawkins) and Paddy Clarke (Purcell), respectively First Mate and Bos'un, land to explore. They discover a Māori burial cave, but are captured by the local tribe. Accused of sacrilege, they manage to impress the tribesmen enough to be offered a trial by challenge, which Wayne succeeds in. The Māori chief, Hongi Tepe (Inia Te Wiata) is impressed enough to adopt Wayne, and allot him a portion of land. The sailors return to the ship.
