Synopsis
25 years after the events of the first film, the Charlestown Chiefs are still languishing in Pennsylvania. Sean Linden, a former NHL player whose name has been disgraced for betting on games, has replaced Reggie Dunlop as the main protagonist — initially a player-coach, just like Dunlop, Linden also serves as the team's captain. The Chiefs struggle both on and off the ice, and violence remains their hallmark as Sean does not try to control the fighting trio of the Hanson Brothers.Actors

Phil Deedle (Paul Walker) and Stew Deedle (Steve Van Wormer) are two fraternal twin brothers who are complete surf bums living in Hawaii off of their wealthy father. In 2025, the Time Enforcement Commission (TEC), the agency that monitors time travel, and still keeping the past safe. However, as a check and balance to TEC, a "Society for Historical Authenticity" (SHA) is established to ensure that TEC personnel do not alter history. But the Society's leader, Brandon Miller, believes he has the responsibility to change history based on a "moral obligation to right the wrongs of the past" and plans to do so by traveling back to Berlin in 1940 and killing Adolf Hitler (a scenario mentioned in the original film). TEC agent Ryan Chan is sent back to stop him, but in the resulting fight, Miller's wife Sasha, also part of the SHA, ends up dead. Miller is imprisoned in the World Penitentiary for trying to change history, and Ryan Chan begins arresting Miller's close Society friends. In Atlantic City in 1895, Ryan prevents SHA member Frank Knight from robbing Andrew Carnegie. Knight accuses the TEC of being murderers when they execute him. Ryan is haunted by memories of when his father, Josh, died of a brain aneurysm in 2002. Josh was lecturing about time travel at the University of Southern California, and had a heated debate on the morals of altering history.

Michael Bannon (Michael Sarrazin), a wealthy but bored businessman and candymaker, issues the code word "Gumball" to his fellow automobile enthusiasts, who gather in a garage in New York City to embark on a coast-to-coast race "with no catalytic converter and no 55-mile-per-hour speed limit," in the shortest amount of time and only one rule: "There are no rules." Their nemesis, LAPD Lieutenant Roscoe (Normann Burton), also learns of the race and most of the film is devoted to the adventures of the various driving teams and Roscoe's ineffectual attempts to apprehend them. A number of running gags ensue – the Jaguar that will not start; the silent Lapchik's (Harvey Jason) numerous mishaps; Italian race driver Franco Bertollini's (Raúl Juliá) frequent detours to seduce beautiful women – as well as some stunts and driving sequences. The race ends at the Queen Mary in Long Beach, California where the finishers celebrate their adventures and the defeated Roscoe sulks off to one side – until a fleet of police cars and tow trucks, summoned by Roscoe, arrive to impound the Gumball vehicles. Roscoe had contrived to see to it that all of them were guaranteed to be illegally parked once the post-race party in the parking lot ran past 11 PM. Bannon congratulates Roscoe on his final victory (final because Roscoe, who has been after Bannon and Smith since they were in high school, has reached mandatory retirement) and again utters the command "Gumball" to initiate a race back to New York.
