Small Town Conspiracy or formally known as Florida City is an independent feature film shot in 2003 in Orlando, Florida. The movie is based on a true story that took place in 1941 in a small city outside of Miami. The film stars Zen Gesner as Chief of Police John Haleran who is conducting a murder investigation.
The Movie was shot in Center Hill, Florida and Winter Garden, Florida towns near Orlando, Florida and was directed by Ralph Clemente (+). Clemente was a very well known person in the filming industry as director/producer and also known for being the Program Director at the Valencia Community College Film Production Technology Program at Orlando, Florida, "one of the best film schools in the country" as stated by Steven Spielberg.
The film features and interesting array of antique cars and planes as the 1939 Buick Special 8 that the main character of the film John Haleran (Zen Gesner) drives as his official police car. Car remained in the property of director Ralph Clemente untoched for many years until sold to Florida's restorer and car collector Axel Caravias who has been performing a preservation/restoration job in order to maintain its value as being part of the rising filming industry on the east coast.

The wicked Voltan kills his own father when the latter refuses to turn over the magic of the "last elven mindstone". Before the old man dies, he bequeaths a great sword with a pommel shaped like a human hand to his other son, Hawk. The hand comes to life and grasps the mindstone. The sword is now imbued with magical powers and can respond to Hawk's mental commands. Hawk then vows to avenge his father by killing Voltan.

The movie takes place in the year 1899 and centers around a New York high society girl, Ella 'Fizzy' Fitz (Milano), who works as a typewriter and stenographer in an office. When she learns about a new sensation called the gold rush in Alaska, she immediately decides that she wants to find her luck in the dangerous and rough Alaskan area. Because a train ticket is too expensive, she assignes herself to the company of Pierce Thomas 'Pt' Madison (Campbell). Madison is keen on letting a woman in, and is enthusiastic about using her typewriter skills to their advantage in the wilderness. Fizzy has difficulty convincing her mother (Garber) to allow her to join the group of 24 men in an 18-month expedition; a formal introduction to Madison does not convince her either. Sniper Thomas Beckett (Tom Berenger) is hired by NSA officials William Avery (Denis Arndt) and Richard Addis (William Duffy) to perform a covert operation to eliminate a suspected terrorist kingpin in the People's Republic of Vietnam who was providing support for Jemaah Islamiyah. Wayne, a Christmas elf, is part of an elite organization known as "Prep & Landing", whose job is to ready millions of homes around the world for Santa Claus's visit. After working with "Prep & Landing" for 227 years, Wayne looks forward to getting promoted. Instead, his former partner and trainee, Peterson, gets the promotion, and Wayne is introduced to Lanny, a rookie whom Wayne has to also train. Wayne is still bitter about the promotion, and decides to slack off during a mission. He permits Lanny to do all of the work, which is disastrous. Meanwhile, Santa is informed mid-flight of a massive snow storm and that Wayne and Lanny haven't fully prepared the house yet. He is told to cancel the landing, which has never happened before; they promise to make it up for Timmy, a boy living at the house. Wayne and Lanny discover that the re-routing was a final decision, but after hearing Timmy thank them in his sleep, Wayne decides to fix it. He calls up Santa, telling him that he must land at Timmy's house. Wayne and Lanny then work together to land Santa safely on Timmy's roof. On Christmas morning, Santa shows Wayne that Timmy had a merry Christmas. Santa offers a promotion to Wayne as the director of the nice list, but he turns it down so he can work with Lanny.

On a cold afternoon, with snow on the ground, a high school band is practicing for the last football game, when they hear gunshots. The film abruptly flashes back to a few weeks before, to a Chinese restaurant where a high school boy named Arthur (Michael Angarano) buses tables, and his ex-babysitter, Annie (Kate Beckinsale), and her best friend, Barb (Amy Sedaris), are waitresses. Arthur, who's a bit of a misfit, has a troubled home life caused by his constantly clashing parents, both of whom often forget about him. Annie's life isn't faring much better: she's now a single mother with an ill mother, separated from her husband, Glenn (Sam Rockwell), who's on the wagon and becoming a born-again Christian in order to prove that he is responsible enough to spend time with their young daughter, Tara. Depressed and lonely, Annie is having an affair with Barb's husband, Nate (Nicky Katt), which eventually serves to only make her unhappier, as she feels great guilt over betraying her best friend. Desperate to prove himself and still harboring feelings for his estranged wife (whom he suspects is seeing someone), Glenn gets a new job and spends as much time as possible with Tara. Meanwhile, Arthur finds himself growing close to Lila (Olivia Thirlby), a new student at the high school who has a knack for photography.
