Synopsis
Sniper Thomas Beckett (Tom Berenger) is hired by NSA officials William Avery (Denis Arndt) and Richard Addis (William Duffy) to perform a covert operation to eliminate a suspected terrorist kingpin in the People's Republic of Vietnam who was providing support for Jemaah Islamiyah. The kingpin turns out to be a thought-dead friend and war-buddy of Beckett's, Paul Finnegan (John Doman). Because he views the mission as a very personal one, Beckett demands that he conduct the mission alone, without a spotter.Actors

Master Gunnery Sergeant Thomas Beckett, an experienced sniper, and his spotter Cpl. Papich are on a mission to assassinate a Panamanian rebel leader in the jungle; however, they are extracted in daylight instead of night time, which results in Papich's getting killed by a sniper. Beckett runs back under fire to haul Papich's body to the helicopter. Later, Beckett is paired up with an inexperienced civilian, Richard Miller, to eliminate a rebel general financed by a Colombian drug lord. Miller is a SWAT sharpshooter, but he has no combat experience or confirmed kills. On the way to the staging area, Miller's chopper is attacked by a guerrilla, who kills several members of the crew. Miller is unable to take out the attacker; instead, the chopper's dying gunner makes the kill. The co-pilot believes Miller is responsible, and Miller earns a false reputation.

Former U.S. Marine Corps scout sniper Thomas Beckett (Tom Berenger), who was discharged after his finger was amputated in the first film, is met by CIA officer James Eckles (Dan Butler) and Colonel David McKenna (Linden Ashby) at his home. Despite losing his index finger he uses to shoot, Beckett still has the capability of firing a gun (as he uses his middle finger for the job). Considering this, along with his impressive career from his time in the Marine Corps, Beckett is given a mission to assassinate renegade Serbian General Mile Valstoria (Peter Linka), who is responsible for conducting hit-and-run ethnic cleansing operations in Muslim-populated areas. The CIA fears that Valstoria's actions are threatening to inflame a larger conflict in the region. Beckett agrees to participate, but requests that an additional man, a spotter, must come with him. Beckett is introduced to his spotter, Jake Cole (Bokeem Woodbine), an experienced U.S. Army sniper who is on death row for killing a federal officer who allegedly betrayed Cole's unit and had them killed during a mission. But Cole is released and offered to be pardoned if he takes part in the mission.

A serial killer who is an expert at martial arts is preying on strippers in Manhattan's Times Square. Night after night, he visits smoky strip clubs, waiting for his victims. As the film opens, mercenaries Jamie Shannon, Drew, Derek, Michel, Terry and Richard are making a hasty exit from a war-torn Central American country by forcing their way onto a government civilian DC-3 airplane. When a Central American officer demands Richard's body to be removed to make room for others, one of the mercenaries shows he is still able to safely grasp the spoon of a hand grenade and Drew insists his friend "goes home". In the Southeast Asian nation of Shadaloo City, civil war has erupted between the forces of crazed military dictator General M. Bison (Raul Julia) and the Allied Nations, a multinational military force, led by their regional commander, Colonel William F. Guile. Bison has recently captured several A.N. relief workers, and via a live two-way radio broadcast, demands Guile secure a US$20 billion ransom in three days or else face responsibility for the hostages' deaths. Guile refuses and vows to track Bison down, but his assistant, Sergeant Cammy (Kylie Minogue) is only partially able to pinpoint Bison's location to the river-delta region outside the city. One of the hostages is Guile's close friend, Carlos "Charlie" Blanka (Robert Mammone), who Bison orders taken to his lab for his captive witch doctor, Dhalsim (Roshan Seth), to turn into the first of his supersoldiers. Though Charlie is severely disfigured by the procedure, Dhalsim secretly alters his cerebral programming to maintain Charlie's humanity.

A man is discovered breaking into his own jewelery shop in the dead of night. Questioned closely, it is discovered that his wife is being held hostage at their home by Steve, a brutal extortionist who demands the diamonds in the shop's safe in exchange for the woman's life. After Steve kills the family maid, FBI agent Warren Stantin (Sidney Poitier) hands over the diamonds, but Steve kills the jeweller's wife anyway, and escapes. Feeling that he has failed, Stantin becomes obsessed with finding Steve, and he chases Steve into the rugged forests of the state of Washington, where Steve joins up with a group of sportsmen who plan to trek into the wilderness on a fishing trip. Steve's plan is to kill them and force their guide, Sarah (Kirstie Alley), to lead him through the wilderness to the Canadian border.

Eddie Devane (William McNamara) is a young Seaman Apprentice who has carried out a number of inventory-related scams along with his partner-in-crime Howard (Crispin Glover) and made a lot of money during his service. A day before his discharge, Eddie is assigned to escort a prisoner from the marine base at Camp Lejeune along with the authoritarian, no-nonsense Chief Petty Officer Rock Reilly (Tom Berenger). Eddie is of course not pleased with this development. When Howard sees a grumpy-looking Eddie being escorted from his superior's office by a couple of other seaman, he thinks Eddie has been found out and arrested for his scams. In order to destroy evidence, he goes to Eddie's desk and finds the money, the existence of which Eddie had concealed from him.
