During World War II, aircraft factory worker Barry Kane (Robert Cummings) is accused of starting a fire at the Stewart Aircraft Works in Glendale, California, an act of sabotage that killed his friend Mason (Virgil Summers). Kane believes the real culprit is a man named Fry (Norman Lloyd) who, during their efforts to put out the fire, handed him a fire extinguisher filled with gasoline, that he passed on to Mason. Pierre ÉtaixLewis plays a washed-up German circus clown named Helmut Doork during the beginning of World War II and the Holocaust. Although he was once a famous performer who toured America and Europe with the Ringling Brothers, Doork is now past his prime and receives little respect. After Doork causes an accident during a show, the head clown convinces the circus owner to demote Doork. Upon returning home, Doork confides his problems in his wife Ada, and she encourages him to stand up for himself. Helmut overhears the circus owner agreeing to fire him after the head clown issues an ultimatum. Helmut is distraught. He is arrested later by the Gestapo for ranting about Germany and drunkenly mocking Adolf Hitler in a bar. Following an interrogation at the Gestapo headquarters, he is imprisoned in a Nazi camp for political prisoners. In late 1800s Ohio, a young woman from the backwoods, Annie Oakley (Stanwyck) delivers six dozen quail she has shot to the owner of the general store. He sends them to the MacIvor hotel in Cincinnati, where the mayor is holding a large banquet in honor of Toby Walker (Foster), the "greatest shot in the whole world". Veerasimhan (M. K. Radha) and Sasankan (Ranjan) are the sons of a king. While passing through a village on his horse, Veerasimhan meets a village dancer named Chandralekha (T. R. Rajakumari) and they fall in love. At the palace, the king decides to abdicate in favour of Veerasimhan. This enrages the younger brother Sasankan; he forms a gang of thieves who embark on a crime spree. Chandralekha's father is injured in the ensuing chaos and dies soon after. Chandralekha, now orphaned, joins a band of travelling musicians, whose caravan is raided by Sasankan's men.

Royal Circus, owned by Govindan (T S Raju), is on rocks. With the help of his manager Khader (Mamukkoya), Govindan just manages to run the company, though not in a satisfactory manner. All the members of the troupe live as a family, sharing intimate bonds of love and camaraderie. Abookka (Bahadoor), once a clown, has turned insane. As he still insists on putting up the make-up and entering the ring, he is caged, when the show goes on. Babu (Dileep), the favourite of the troupe is the clown of Royal Circus. Abooka has trained him to become the perfect clown. And he has learned the perfect art of masking his sorrows behind the clown's ever laughing mask. Naive country girl Lili (Leslie Caron) arrives in a provincial town in hopes of locating an old friend of her late father's, only to find that he has died. A local shopkeeper offers her employment, then tries to take advantage of her. She is rescued by a handsome, smooth-talking, womanizing carnival magician, Marc, whose stage name is Marcus the Magnificent (Jean-Pierre Aumont). Lili is infatuated with him and follows him to the carnival where, on learning that she is 16, he helps her get a job as waitress. Lili is fired on her first night when she spends her time watching the magic act instead of waiting tables. When Lili consults the magician for advice, he tells her to go back to where she came from. Homeless and heartbroken, she contemplates suicide, unaware that she is being watched by the carnival's puppeteer Paul (Mel Ferrer). He strikes up a conversation with her through his puppets — a brash red-haired boy named Carrot Top, a sly fox, Reynardo, a vain ballerina, Marguerite, and a cowardly giant, Golo. Soon a large group of carnival workers is enthralled watching Lili's interaction with the puppets, as she is seemingly unaware that there is a puppeteer behind the curtain. Afterwards, Paul and his partner Jacquot (Kurt Kasznar) offer Lili a job in the act, talking with the puppets. En 1897, un homme noir du nom de Kananga, ancien fils d'esclave de Cuba, joue un petit rôle de cannibale dans le modeste cirque Delvaux. Le clown blanc George Foottit, sommé de renouveler ses numéros par le directeur du cirque, a l'idée de s'associer avec Kananga dans un duo de clown blanc autoritaire et de clown noir souffre-douleur, qui prendra le nom de Chocolat. Le duo comique est très bien accueilli par le public et Delvaux commence à faire des affaires. La rumeur du succès se répand en France au point que Joseph Oller, directeur du Nouveau Cirque, convainc Foottit et Chocolat de prendre du service dans son établissement parisien. Le succès dans la capitale est immédiat, et Chocolat devient le premier artiste noir de la scène française. Grisé par l'argent, il s'adonne au jeu et se laisse aller aux plaisirs des femmes.
