Synopsis

Sous les coupoles et les marbres, la session législative annuelle débute au parlement de l'Idaho, un État républicain de l'Ouest américain. Pendant trois mois, ranchers, industriels, employés, élus par leurs concitoyens, abandonnent leurs activités professionnelles pour rédiger et voter les lois. Frederick Wiseman continue de documenter l'Amérique et témoigne des réussites et des limites de son système démocratique.
