The film was inspired by the 1970s heroine blaxploitation films such as Tamara Dobson's Cleopatra Jones (1973), and Pam Grier's Coffy (1973) and Foxy Brown (1974). The title character had a catchphrase; upon apprehending a criminal, Love would declare, "You're under arrest, Sugah!" The film proved a success, and consequently spawned a short-lived television series on the ABC network featuring Charles Cioffi as Love's supervisor, Lt. Matt Reardon, and later Jack Kelly as Capt. Arthur Ryan, the next supervisor. However, the series, financed on a meager budget and heavily sanitized to conform to Graves' religious morals (she had joined Jehovah's Witnesses since the making of the TV film), was eventually cancelled. One episode featured many of Graves' former Laugh-In co-stars such as Judy Carne, Jo Anne Worley and Arte Johnson in particular playing a mad bomber. The film begins with Commander Bolton and a few surviving crew members of his 50-man submarine Gauntlet swimming ashore after unsuccessfully attacking German battleship Lindendorf. A DC-8 airliner on a regular flight departs for the Western United States when a bomb threat is made to the airline company that the plane belongs to. It is later revealed that the bomb is a pressure sensitive one and will set off if the plane goes below regular cruising altitudes. Several attempts to find the bomb on board the flight, including tearing open several areas in the cabin and cockpit, fail to no avail. In 1897, Mrs. Sarah Hargrave, a widow, and two young children (one of whom is the son of the castaways from the original film) are cast off from the ship they are travelling on, because the ship's crew are infected with cholera. After days afloat, Kearney, a sailor who has been sent with them, tries to kill the boy because of his excessive crying. Sarah angrily beats Kearney to death with a harpoon and dumps his body overboard. The trio arrives at and is stranded on a beautiful tropical island in the South Pacific. Sarah tries to raise them to be civilized, but soon gives up, as the orphaned boy Richard was born and raised by young lovers on this same island, and he influences the widow's daughter Lilli. They grow up, and Sarah educates them from the Bible, as well as from her own knowledge, including the facts of life. She cautiously demands the children never to go to the forbidden side of the island.
