Stuart Davis (David Hedison), running against the Vice-President, plans a trip to the Balkans to negotiate the release of American servicemen being held hostage by terrorists. Before he leaves, he receives a disk documenting evidence that the Vice-President has been trying to revive the American economy by causing a war in the Balkans. He announces his plans at Washington Dulles International Airport to show it to both sides in the hopes of ending the situation. He boards Concorde flight 209 to Paris along with some Air Force Officers and news employees. Unexpected Secret Service agents turn up and board the Concorde. After takeoff, the secret service agents led by Barry Rogers (Michael Dorn) shoot an Air Force officer and his men hijack the Concorde in mid-flight. Rogers takes Stuart Davis and the others hostage and forces him to hand over the disk in order to prevent the war being averted. In the cockpit, Rogers announces to the Dulles International Airport air traffic controller that the agents are armed with a nuclear device and threaten to crash the Concorde into Paris.

In the heart of Siberia, Dr. Maurice Hunter, a famous amateur archeologist, his daughter Nadia, and their group of guides are taking part in an expedition to locate a fabled death ray created by inventor Nikola Tesla. The film events take place in a futuristic, cyber-punk New York City, where convicted felon Roger Mason (Gary Daniels) is serving a sentence and is locked away in a high security prison facility, where Cryonics are applied to some of the inmates, including Mason himself, to keep them in a state of suspended animation. Mason, despite all the security measures applied at his confinement facility, manages to escape repeatedly to see his daughter, which is the only reason why he's making attempt after attempt to break free. However, the authorities are able to catch him and bring him back every time to serve even a longer sentence as punishment for his attempts to escape. Since he's being cryonically frozen to serve his time for years at a time, he remains practically the same age while his daughter grows older normally. As more and more time keeps being added to his original sentence, his escape attempts become more of an obsession rather than a goal.

A U.S. Coast Guard patrol boat stops a suspicious yacht, discovering that an American businessman and his family have been murdered by several men operating the craft. The murdered man happens to have been a close friend of the President. President Bennett (Moffat) learns that the man was murdered because of his ties to a drug cartel, having skimmed over $650 million from it. The President tells James Cutter (Yulin), his National Security Advisor, that Colombian drug cartels represent a "clear and present danger" to the U.S., indirectly giving him unofficial permission to kill the men responsible for his friend's murder. Drake is a corrupt and greedy developer who is illegally dumping toxic waste into the mines around the small town of Clear Sky, causing mosquitoes to mutate into giant beasts that kill and attack anything including humans. You Ruined My Life is about 11-year-old Minerva (Soleil Moon Frye), a girl who lives in a Las Vegas casino with her Uncle Howie (Allen Garfield), who spoils her by giving her everything she wants. Minerva gets into trouble and her strict Aunt Hermione (Edith Fields) threatens to take her away. Dexter, a clever Mathematics professor,(Paul Reiser) finds out a foolproof way to cheat and win in blackjack, but he is caught. Dexter is burdened with a gigantic gambling debt. Uncle Howie makes sure Dexter tutors Minerva so she can gain admissions into a private school. It takes a while for this arrangement to work out between Dexter and Minerva, but finally they make great strides and Minerva amazingly learns everything very quickly. She runs away by herself to take the exam and pass. Meanwhile, Dexter and Uncle Howie's assistant Charlotte played by Mimi Rogers fall in love.
