Dave Bjorno, along with other members of the GSE, are arrested for participating in the fight at the end of the first film, and end up being sent to a tough prison. In prison, the GSE quickly discover the brutality of life on the inside, as they are constant targets of the superior numbered and better-financed Millwall crew. In Caracas, one of the most dangerous cities in the world, Julio and his mother are walking through a gateway near La Planta prison. He thinks he's heard a cat but when he runs closer, he notices an abandoned baby crying in the middle of a street dump. The mother hesitates to take the child with them but takes the baby. Sixteen years later, Julio and his little brother Daniel have grown to become the best footballers of La Ceniza, their barrio (slum). While Daniel, nicknamed "El Gato" (the cat) is an innocent boy who dreams of playing in Caracas FC, one of the major teams in the Venezuelan Primera División Julio on the other hand, has become part of a gang. He becomes even more involved in gang life after he beats up his comrade after he bullies a minor drug dealer. During a game against the team from La Vega -another slum- they both impress a scout from Caracas FC, who encourages them to participate in the tryouts of their youth team. Daniel is hugely motivated; Julio instead is gradually more involved with his barrio's underworld. That night their mother is accidentally murdered by the goalie of the team and Daniel is the witness. He decides not to tell his brother because he fears his Julio might seek revenge rather than staying focused on the tryouts. In their last chance to impress the scout, the brothers win a game and Daniel runs to the goalie and beats him so badly he is killed. Chaos ensues, and the scene goes dark as the goalie's gang begins to shoot. The film moves without clear direction to the last scene, which shows Julio standing without his brother after a professional soccer game. He has tears in his eyes. A girl disguises herself as a boy to go attend the 2006 World Cup qualifying match between Iran and Bahrain. She travels by bus with a group of male fans, some of whom notice her gender, but do not tell anyone. At the stadium, she persuades a reluctant ticket tout to sell her a ticket; he only agrees to do so at an inflated price. The girl tries to slip through security, but she is spotted and arrested. She is put in a holding pen on the stadium roof with several other women who have also been caught; the pen is frustratingly close to a window onto the match, but the women are at the wrong angle to see it.

François Perrin is a belligerent factory worker who plays football for a local amateur team, in a club owned by a rich businessman who also owns the factory where Perrin, as well as most of the population of Trincamp, works. His attitude doesn't endear him to anyone, and the situation is not helped when, at a training session, he pushes Berthier, the star and captain of the team, who demands that Perrin be expelled. Soon thereafter, he is also fired from his job, and the whole town turns against him and he is even prohibited from entering the local bar. When a drunk Berthier tries to rape a woman one night, Perrin is immediately framed for the deed, and ends up in jail after being brutalized by the police. Two months later, the Trincamp team is to participate in an important game for the France's Cup, but the bus carrying the team gets into an accident, and out of desperation to replace the injured players, Perrin is released from jail to help out the team. While on the way to the stadium, he manages to evade police and finds the rape victim and confront her. Rather than resulting in conflict, he actually finds someone who believes him, since she was not positive in her earlier identification, and she decides to investigate the testimonies that convicted Perrin, while he goes on to play and scores both of his team's goals in a very tight victory. Perrin is now the town's hero, and he uses that position and the knowledge of who did what and who made false reports to the police to plot a subtle but effective revenge on those who have wronged him.
