The film begins in Vietnam, opening with a dramatic shot of a huge explosion propelling a U.S. soldier through the air. The soldier is revealed to be the film's protagonist, John Eastland (Robert Ginty) who is quickly assisted by fellow soldier and best friend Michael Jefferson (Steve James). Both men, along with several other U.S. soldiers are quickly captured by the Viet Cong. The film cuts to an open-air VC camp where we next see the soldiers tied to wooden stakes in the ground. The VC commander demands information on when a U.S. strike is going to occur. Eastland refuses to answer and the commander slowly decapitates one of his fellow soldiers. Jefferson manages to get free and quickly slaughters the Vietnamese soldiers.

The Rider arrives on his advanced motorcycle with its artificial intelligence computer Einstein. He crashes but manages to pass through the 'wall of illusion' and is found and brought back to health by the Enlightened Elders. They have chosen him to lead their fight against the evil Omega, an Orwellian state run by the evil Prossor. The Elders are allied with the resistance movement, the Outsiders. The Rider first helps Nastasia and the other Outsiders by rescuing McWayne, Nastasia's father and leader of the Outsiders. While the Rider and McWayne successfully escape, Nastasia is captured and subjected to brainwashing by Prossor.

Following from the previous film, it shows Eastland walking freely on the streets of New York, without any hint that his dual identity was compromised. He meets up with another old army buddy, Be Gee (Faison), who owns a garbage truck. As seen at the beginning of the film, Eastland wears a welders' mask and wields a flame thrower, while listening to a police scanner for possible crimes to stop. Slaying the brother of a gang leader named X (Van Peebles), the Exterminator gains the gang's enmity. Coincidentally, his army buddy happens to see the gang during a robbery of an armoured car, and scares them away with his truck. However, they get the truck's plate numbers, and vow revenge. Following the truck one night when the buddy loans it to Eastland, they follow Eastland to his home, and, not having seen who the driver of the truck was the night it scared them away, they presume Eastland was the man behind the wheel that night. They attack Eastland's girlfriend in the park, crippling her. Later, they break into her apartment and kill her.

Mike et Ingrid sont un frère et une sœur dont les parents ont été tués par des malfaiteurs. Les deux héros, encore enfants, sont recueillis par Sam, un Américain. Une fois adulte, Mike et Ingrid travaillent avec Sam au sein d'un trafic de diamants en Turquie. En guise de couverture, Ingrid est la secrétaire du patron d'une mine de diamants, dans laquelle les ouvriers de la mine déterrent un jour le légendaire « White Fire », le plus gros diamant du monde. Ingrid et Mike - ce dernier étant quelque peu amoureux de sa sœur - décident alors de comploter pour voler le White Fire. Mais Ingrid est tuée par une bande rivale. Mike, d'abord désespéré, décide ensuite de mener à bien le vol du White Fire. Il recrute Olga, une jeune femme qu'il entraîne et transforme en sosie d'Ingrid à l'aide de la chirurgie esthétique, afin d'infiltrer la mine en se faisant passer pour sa sœur décédée. Mike et Olga deviennent amants.

Young Jim Hawkins (Cooper) and his mother run the Admiral Benbow, a tavern near Bristol, England. One dark and stormy night, during a birthday celebration, the mysterious Billy Bones (Lionel Barrymore) arrives and drunkenly talks about treasure. Un vieil homme confie à Rod Drew la mission de retrouver Marie, la fille de son frère John Ball, disparue depuis longtemps (mais il y a erreur sur le prénom…) Drew commence son aventure mouvementée dans le train qui l'emmène au nord du Canada : il porte secours à un homme menacé par des joueurs de cartes que ce dernier accuse d'avoir triché. Ils trouveront entre-temps la cabane où mourut l'infortuné John Ball et le plan de sa mine d’or. La tâche de Rod s'annonce désormais périlleuse car Wabi est maintenant recherché pour meurtre et il est lui-même considéré comme un probable complice. Ils vont devoir échapper, à la fois, aux brigands voleurs d'or menés par Jules LaRocque et à la Police montée qui les recherchent.
