Synopsis

Une force spéciale de la police impériale constituée de samouraïs est mise sur pied pour lutter contre le crime. Son ennemi n° 1 : Nizaemon Kumokiri, un bandit de grand chemin dont personne ne connaît la véritable identité, qui multiplie les cambriolages audacieux dans les demeures des riches commerçants.

Magobei Wakizaka is a samurai for the Sabai clan. A nearby island, Sado, boasts a rich gold mine which provides plentiful riches for the Tokugawa clan. When one of the gold ships sink, the local farmers recover some of the gold, intending to return it to the Tokugawa clan. However, Magobei's clan master, Rokugo Tatewaki, takes the gold and slaughters the farmers so they cannot report the gold stolen. Magobei is appalled. He promises not to report Rokugo to the shogunate in exchange for Rokugo 's promise to never do so again.

Des paysans décident de se révolter contre le seigneur local en kidnappant sa fille, ils souhaitent que leur ras-le-bol se fasse enfin entendre aux yeux de cet homme qui se complait dans sa riche situation sans se poser des questions. La famine n'est pas son problème. Mais un rōnin de passage fait irruption chez les révoltés, Sakon Shiba est simplement porté par sa curiosité. Il ne peut que se joindre à ces hommes méprisés mais faibles face à la force d'un Seigneur. Le rōnin parvient vite à ramener un autre rōnin, d'une condition pauvre au point qu'il préfère coucher en prison. Le trio se complète par le garde du corps du Seigneur, qui comprend que son statut d'homme de sabre l'empêche de se prélasser dans une vie stable et calme. Et pendant les trois hommes unissent leurs forces pour affirmer la parole des paysans, ces derniers restent passifs et effrayés, ils sont enfermés dans la peur de mourir.

Okada Izo is a ronin born into poverty who joins the Tosa loyalists, a group headed by Hanpeita Takechi. Izo soon becomes a well known and successful killer, and he is stubbornly loyal to Takechi. However, Ryoma Sakamoto warns him that he is merely "Takechi's dog" and that Takechi will end up betraying him. As Takechi becomes more and more determined to succeed, it becomes necessary to sacrifice Izo, which he does by having him arrested and later trying to poison him. Izo, disillusioned, confesses to his murders for the Tosa Loyalists, and he is condemned to Crucifixion. Before being killed, he is told that Takechi will be forced to commit seppuku.

Gennosuke is a rebel samurai on the run, having fled his clan after assassinating a counselor. The daughter of the counselor, Misa, and her fiance, Daizaburo, pursue Gennosuke along with other samurai from Gennosuke's clan despite Gennosuke's obvious superiority as a warrior. A series of flashbacks reveals that Gennosuke was manipulated into committing the treason by one of the clan's higher-ranking samurai, who led Gennosuke to believe that the counselor's death would result in modern reforms to the clan and in Gennosuke's promotion to a full-fledged retainer, instead of a lowly foot soldier. In fact, the ranking samurai simply wanted the counselor killed so that he could succeed to the position himself. He had used Gennosuke to do the "dirty work", and then abandoned Gennosuke to face the consequences of the crime.
