The plot involves a teenager, Frankie (Trevor Lissauer), who is left in charge of the family home for a few weeks while his parents are vacationing in Europe. After a day of surfing on the beach, Frankie and his best friend Bogie (Danny Hitt) happen upon a group of sexy Bohemian vampires led by Moondoggie (Johnny Venocur) along with his minions Sulka and Katrina (Carmen Electra and Deborah Xavier) and invite them to stay in Frankie's house for a few days in hopes of getting lucky. When Frankie learns that the threesome have some secrets, he enlists the aid of the Big Kahuna, a legendary vampire killer (Adam West) who teaches Frankie how to solve his vampire problems. The film has attained cult-like status with its tongue in cheek humor and its many references to the Beach Party films of Frankie Avalon and Annette Funicello, which were hugely popular in the mid-60's. An appearance by iconic surf guitar legend Dick Dale performing on the beach adds to the retro vibe of the film.

The film begins with a high school senior, Josh, who is stunned to see that he unknowningly won an MTV contest to see Carmen Electra, and it was actually his sister, Jen, who won the contest and invites everyone they know in their school. Josh and his classmates arrive on an isolated island (which is later revealed to be located in the Bermuda Triangle) where they have an enormous party, but Josh, who has been dumped by his girlfriend, is not really into the fun. Despite having his best friends Andy and Stack with him, he is angry that Jen, who wanted her brother to have an awesome time, scammed him.

Six girls have been found murdered in the apartment of famed Russian occultist, Karl Raymarseivich Raymar, and police cannot explain it. When Raymar's body was lifted onto a stretcher, bolts of electricity shot out from his fingers. Not even his estranged daughter Olivia McKenna (Melissa Newman) or her husband Allan (Adam West) knows what happened until they meet Samuel Dockstader (Donald Hotton), a feature writer for "The World of the Occult". Dockstader, once a friend to Raymar, explains that Raymar was a psychic vampire who gained great powers of telekinesis by kidnapping young girls, terrorizing them, and feeding off the bioenergy they produced. Allan does not believe him, but Dockstader shows Olivia a set of photographs to demonstrate how bioenergy works and gives her an audiotape that outlines his findings, which convinces Olivia to believe him.

A group of drama students idolize their favourite horror film star, Conrad Razkoff (Ferdy Mayne). In the beginning, Conrad is acting in a commercial for dentures, and the Director (Peter Kastner) stops the filming because he does not like Conrad's performance. While the director sits on the edge of the balcony, an angry Conrad pushes him off with his cane. Later, Conrad visits a school and talks about his performances, only to faint under excitement. One of the Drama students, Meg (Jennifer Starrett), revives him. Later, as Conrad sits in his bed, his obese director Wolfgang (Leon Askin) visits him. After a long talk about his death arrangements, Conrad closes his eyes and tricks the director into believing he is dead. Then, the director denounces him until Conrad springs up and smothers him with a pillow. After Conrad dies, the seven drama students, Meg, Saint (Luca Bercovici), Bobo (Scott Thomson), Eve (Carlene Olson), Donna (Donna McDaniel), Oscar (Alan Stock), and Stu (Jeffrey Combs), go to the cemetery after dark, they sneak into the tomb where Conrad's coffin resides. The lights turn on and they see a film of Conrad stating that he welcomes them into his tomb, unless,he says, they have broken in. Creeped out, Meg asks them not to take Conrad, but they do, and take him to an old mansion where they stay for the night.
