Tales That Witness Madness is a 1973 British horror film produced by Norman Priggen, directed by veteran horror director Freddie Francis, and written by actress Jennifer Jayne.
It was one of several in a series of anthology films made during the 1960s and 1970s which included Dr. Terror's House of Horrors (1965), Torture Garden (1967), The House That Dripped Blood (1970), Asylum (1972), Tales from the Crypt (1972), The Vault of Horror (1973) and From Beyond the Grave (1974). These portmanteau horror films were all produced by Amicus Productions. Tales That Witness Madness is sometimes mistaken for an Amicus production, however it was actually produced by World Film Services.
Synopsis
In the Framing Story, Dr. Tremayne (Donald Pleasence), a psychiatrist in a modern mental asylum, reveals a bold new psychiatric theory to colleague Dr. Nicholas (Jack Hawkins). Tremayne uses four patients who went insane - Paul, Timothy, Brian, and Auriol - to illustrate the theory, presenting each in turn to Nicholas:Actors

Four individuals live in a secluded manor house in the English countryside, where they engage in an elaborate role-playing fantasy called The Game. After the killing of his father (Count Dracula, the King of the Netherworld), by a mysterious assassin, Count Downe (Harry Nilsson) is summoned from his travels abroad by family advisor Merlin (Ringo Starr) in order to prepare him to take over the throne. Baron Frankenstein (Freddie Jones) is also on hand to help in any way he can. A rash of murders (by an unknown "monster") is plaguing London, and police are baffled. A newspaper reporter, Bruce Adams (Craig Stevens), finds one of the murder victims while coming home from a bar at night and calls the police. The next day, two American policemen, Slim (Bud Abbott) and Tubby (Lou Costello), who are working for the London Police Force, respond to a mob fight at a Women's Suffrage Rally in Hyde Park. Reporter Adams, young suffragette Vicky Edwards (Helen Westcott), Slim, and Tubby, all get caught up in the fray and wind up in jail. Later, Vicky's guardian, Dr. Henry Jekyll (Boris Karloff), bails Vicky and Adams out. Tubby and Slim are thereafter kicked off the police force. Unknown to anyone, however, Dr. Jekyll has developed an injectable serum which transforms him into Mr. Hyde (the "monster" responsible for the recent murders). When Jekyll notices Vicky's and Bruce's mutual attraction, he has more thoughts of murder, injects himself, and transforms once again into Hyde (with the intent of murdering Adams).

The main plot involves Dr. Caligari's experiments with her patients at the C.I.A (Caligari Insane Asylum) where she transfers glandular brain fluids from one patient to another. Two of her main patients, Mr. Pratt, a cannibalistic serial killer, and Mrs. Van Houten, a nymphomanical housewife, are the primary subjects of her mindswapping. Mrs. Van Houten becomes the cannibal and Mr. Pratt the nymphomaniac; although, they seem to still retain some elements of themselves as well. Apparently Caligari's unconventional idea is to cure people by introducing equally opposite traits to balance out disturbed minds, but this is never explicitly stated in the film. Several other doctors, a married couple Mr & Mrs Lodger, become concerned with Caligari's experiments and approach Mrs. Lodgers father Dr. Avol who confronts Caligari only to fall victim to her mindswapping and receives an injection of Mrs. Van Houtens fluid turning him into a transvestite nymphomaniac. Sex is a very prominent theme throughout the movie, especially for Mrs. Van Houten who appears topless and performs masturbation at several points, but there are no hard core graphic scenes as this was released as an R rated feature. By the end of the film Mrs. Van Houten has injected Dr. Caligari with her own nymphomanical fluid and herself with Caligari's ancestor's (the original Dr. Caligari from The Cabinet of Dr. Caligari) thus the patient becomes the doctor, the doctor becomes the patient and the inmates are left running the asylum.
