The film focuses on the exploits of the vengeful Dr. Gustav Niemann (Boris Karloff), who escapes from prison. He is helped by the hunchback Daniel (J. Carrol Naish), for whom he promises to create a new, beautiful body. The two murder Professor Lampini (George Zucco), a traveling showman, and take over his horror exhibit. To exact revenge on Bürgermeister Hussman (Sig Ruman), who had once caused his imprisonment, Niemann revives Count Dracula (John Carradine). Dracula seduces Hussmann's granddaughter-in-law Rita (Anne Gwynne) and kills Hussmann himself, but in a subsequent chase, Niemann disposes of Dracula's coffin, causing the vampire to perish in sunlight.

On a planet inhabited by Arachnids, a squad of soldiers find themselves pinned down and surrounded on all sides by Arachnid forces—even with their new laser gun technology and assistance from psychic soldiers, the Arachnid assault overwhelms them. General Jack Shepherd (Ed Lauter) decides to make a last stand with four of his best soldiers to allow the majority of his surviving troops to escape. Lieutenant Dill is unable to command his soldiers as he receives traumatic visions of utter annihilation. In Manhattan, cockroaches are spreading the deadly "Strickler's disease" that is claiming hundreds of the city's children. Entomologist Susan Tyler (Mira Sorvino) uses genetic engineering to create what her colleague (and husband) Peter Mann (Jeremy Northam) and she call the Judas breed, a large insect (looking like a cross between a termite and a praying mantis) that releases an enzyme that kills off the disease-carrying roaches by speeding up their metabolism. The Judas breed works spectacularly and the crisis is abated. The released population was all-female and designed with a lifespan of only a few months, so that it would only last one generation.

Count Dracula (John Carradine) greets the castle's owner, Dr. Franz Edelmann (Onslow Stevens). The Count, who introduces himself as "Baron Latos", explains that he has come to Visaria to find a cure for his vampirism. Dr. Edelmann agrees to help. Together with his assistants, Milizia (Martha O'Driscoll) and the hunchbacked Nina (Poni Adams), he has been working on a mysterious plant, the clavaria formosa, whose juices have the ability to reshape bone. Edelmann explains that he thinks vampirism can be cured by a series of blood transfusions. Dracula agrees to this, and Edelmann uses his own blood for the transfusions.

A group of soldiers led by Maj. Baker (Bradford Dillman) is ordered to investigate a basement level station which they believed was attacked. After Baker contacts his commander, Gen. It is revealed to be owned by a scientist named Dr. Bradford Crane (Michael Caine), the only survivor of the attack. Slater orders two helicopters to check for a black mass (revealed to be bees), but the two helicopters are swarmed by the bees and crash, killing the pilots inside. Crane insists to Slater that the base was attacked by the same African killer bees that destroyed the helicopters. Helena Anderson (Katharine Ross), one of the base's doctors, supports Crane's story.

Unable to leave the germ-free confines of his sterilized bedroom for any real stretch of time, environmentally hypersensitive Marvin (Karl Geary) spends his days taking pictures of his neighbors from his window. As neighbors begin disappearing and mysterious figures move in and out of Marvin's viewfinder, the secluded voyeur begins to suspect that a sinister force is at work in his neighborhood. Though Rosy and Carmen are anxious to assist in a little detective work, the situation soon begins to spiral out of control upon the discovery that the Judas Breed is far from extinct.
