In occupied Rome (an open city after 14 August 1943), German SS troops are trying to arrest the engineer Giorgio Manfredi, a communist and a leader of the Resistance against the Nazis and Fascists, who is staying in a rooming house. The landlady warns him in time of the Germans' arrival, so that he can elude them by jumping across the rooftops. He goes to the home of another Resistance fighter, Francesco. There he encounters Pina who lives in the next apartment. Pina is Francesco’s fiancée, and is visibly pregnant. She first suspects Giorgio of being a cop and gives him a rough time, but when he makes it clear he is not, she welcomes him into Francesco’s apartment to wait for him. With Pina’s help (she is also part of the Resistance), Giorgio contacts Don Pietro Pellegrini, a Catholic priest who is also helping the Resistance, and asks him to transfer messages and money to a group of Resistance fighters outside the city: because Giorgio is now known to the Gestapo, he cannot do it himself., 2h6

Claude Hooper Bukowski, an Oklahoma farm boy, heads to New York City to enter the Army and serve in the Vietnam War. In Central Park, he meets a troupe of free-spirited hippies led by George Berger, a young man who introduces him to debutante Sheila Franklin when they crash a dinner party at her home. Inevitably, Claude is sent off to recruit training in Nevada, but Berger and his band of merry pranksters - including Woof Daschund, LaFayette "Hud" Johnson, and pregnant Jeannie Ryan - follow him to give a sendoff. They are met at the base's main gate by a surly MP, who doesn't like their looks and demands that they leave. Accordingly, Sheila flirts with an off-duty Sergeant in order to steal his uniform, which she gives to Berger. He uses it to extract Claude from the base for a last meeting with Sheila, taking his place. However, while Claude is away, the unit is suddenly rallied and flown out to Vietnam; Berger, whose ruse is somehow never detected, is taken with them. In Poland of early 1944, a Polish-Jewish shopkeeper named Jakob is summoned to the German headquarters after being falsely accused of being out after curfew. Rome, 1825. Cornacchia, a shoemaker, finds out that prince Filippo Spada, a Carbonari associate, is going to reveal the organization's plans for an uprising to the Pontifical Guard's commander, Colonel Nardoni. He then goes off to warn his friend Leonida Montanari, a doctor and head of the conspirators, who decides to take out the informer. He and Angelo Targhini, a newcomer from the Duchy of Modena, attempt to murder Spada but ultimately fail to deliver the final blow. Spada manages to survive the attack and report his assailants to the police, having them both arrested and subsequently, after a summary judgement, sentenced to death by Cardinal Rivarola.
