Colonial tea planter John Wiley, visiting England at the end of World War II, wins and weds lovely English rose Ruth and takes her home to Elephant Walk, Ceylon, where the local elephants have a grudge against the plantation because it blocks their migrating path. Ruth's delight with the tropical wealth and luxury of her new home is tempered by isolation as the only white woman in the district; by her husband's occasional imperious arrogance; by a mutual physical attraction with plantation manager Dick Carver; and by the hovering, ominous menace of the hostile elephants. The elephants end up destroying the plantation in a stampede along with a fire.

The story picks up about a month after the dramatic finale of the previous film and follows the further adventures of filmmaker Carl Denham, now implicated in numerous lawsuits following the destruction wrought by Kong. Denham leaves New York with the captain of the Venture, Captain Englehorn, who is certain it is just a matter of time before he is similarly served. Their efforts to make money shipping cargo around the Orient are less than successful. In the Dutch port of Dakang, Denham is amused to see there's a "show" being presented, so he and Englehorn attend. It turns out to be a series of performing monkeys, capped by a song ("Runaway Blues") sung by a young woman named Hilda.

An aircraft carrying young military school cadets returning home crash lands into the sea near a remote, uninhabited, jungle island in the Pacific Ocean. Among the survivors is the pilot, Captain Benson (Michael Greene), who is seriously injured and delirious. Meanwhile, on the beach, an overweight cadet, whose real name is never revealed, nicknamed “Piggy” (Danuel Pipoly), finds a conch seashell and takes it to the grouped cadets, who adopt it to signal the right to speak and be heard by the group. The senior cadet, and one of the elder boys, Cadet Colonel Ralph (Balthazar Getty), organizes a meeting to discuss surviving their predicament. Ralph and Jack (Chris Furrh) emerge dominant, with Ralph's seniority in rank making him the one in charge. They start a fire using Piggy's glasses to try and alert any passing craft. Tensions begin to grow between Ralph and Jack.

In 1992, journalist Kenichiro Terasawa (Kosuke Toyohara) is writing a book about Godzilla and learns about a group of Japanese soldiers stationed on Lagos Island in the South Pacific during World War II. They were unintentionally saved from a group of American soldiers by a mysterious dinosaur known as "Godzillasaurus" in February 1944. In 1954, the island was destroyed by a hydrogen bomb test and the radiation from the bomb mutated the dinosaur into Godzilla.

The film begins with Larry Wilson (Andrew McCarthy) and Richard Parker (Jonathan Silverman), at a Manhattan morgue where they see their deceased CEO Bernie Lomax (Terry Kiser).
