Ranger Captain Walker and Rangers Francis Gage and Rhett Harper are involved in a shooting at a bank where a group of robbers hijack the operators. Ranger Harper kills two of the robbers while the leader is able to escape. A form of guidance missile accidentally ends up in the hands of a thirteen-year-old who does not know that three Koreans, who are very skilled in combat, is what they're looking for. The criminals go to the kid's house where they kill his father. The boy manages to escape, but the criminals remit to look for work. Jimmy has to leave for a family vacation and away from the group, while Gage is following the case of the boy, helped by the Ranger Kay Austin. As if that were not enough a girl with whom he had an appointment Ranger Harper is killed and all evidence leads to Ranger Harper.

Shatter (Chuck Norris) and Jackson (Calvin Levels) are two Chicago police officers sent to investigate the brutal murder of a rabbi. As the investigation begins, Shatter and Jackson are summoned to Israel for questioning. Upon arrival, they realize that they are, in fact, pursuing a supernatural being - Satan's emissary, Prosatanos - who tried to wrest control of the world from God during the crusades. Prosatanos, however, was stopped by King Richard who trapped him in a subterranean tomb. During this encounter with King Richard, the source of Prosatanos' power - his scepter - was shattered into nine pieces which were subsequently sent to nine holy places around the world. These pieces remained safe until the end of the 20th century when Prosatanos was inadvertently freed from the tomb by two unsuspecting grave robbers. Prosatanos eventually collects all nine pieces of his scepter. Detectives Shatter and Jackson must now fight him to save the world.

The film opens with a campfire story being told by Clovis Madison (Roscoe Lee Browne) to a group of children, about a man named John McKenna (Chuck Norris) who was killed a century ago in the Tanglewood forest while fighting bandits. October 17, 1984: It is late morning in Chicago's Uptown neighborhood where a sting operation is taking place. Danny O'Brien (Chuck Norris) is a cop who likes to work alone that never waits for his back up. In L.A. he is trying to apprehend the notorious Simon Moon (Jack O'Halloran), also known as The Terror. Simon has been killing women by snapping their necks and taking them to his lair in an abandoned movie theater. O'Brien is attacked by Simon who almost kills him in the struggle. When the killer flees the scene and climbs up a ladder he slips and falls, knocking himself unconscious. When the backup arrives they think O'Brien caught The Terror and the people of L.A. call him "Hero". Simon is then arrested and taken to jail.
