The film begins at 62 West Wallaby Street on Gromit's birthday at breakfast. After being tipped out of bed and dressed using several mechanical contraptions, Wallace is greeted with a large pile of bills. Wallace remembers Gromit's birthday and presents Gromit with a somewhat unwelcome gift of a spiked dog collar, and a second present of a pair of ex-NASA robotic "Techno Trousers", acquired by Wallace to alleviate the burden of taking Gromit for walks. While Gromit is out on a "walk", Wallace realizes they are in financial difficulty and decides to let the spare bedroom out. He is answered by an inscrutable-looking penguin named Feathers McGraw. The penguin comes to stay at the house, pushing Gromit out of his comfortable bedroom and keeping him awake at night with loud music. On the other hand, Wallace takes a liking to him. Feathers also takes an interest in the Techno Trousers after seeing Gromit use their suction feet to walk on the ceiling., 2h1

Chief Inspector Charles Dreyfus narrates a flashback of a soccer match semi-final between France and China. Eager to win the Medal of Honour, Dreyfus promotes a clumsy policeman and "village idiot", Jacques Clouseau, to the rank of Inspector and assigns him to the Pink Panther case. Meanwhile, Dreyfus assembles a secret team of top investigators to crack the case, allowing Clouseau to serve as the public face of the investigation so that media attention is focused on Clouseau. The film is told primarily in flashback, as the film first follows a hitman, Critical Jim (Tim Allen), who follows and holds at gunpoint a man he believes is Cletis Tout - but who actually is Finch (Christian Slater). Because Critical Jim is so fond of film noir and other classic films (such as Casablanca and Breakfast at Tiffany's), he's willing to listen to Finch as he tells his story, imagining it as a film in progress. Finch obliges, explaining how he got to be mistaken for Cletis Tout., 1h25

The film tells the story of the developing relationship between these apparent opposites, though looming in the background are two unavoidable events that each is expecting to take place on the Saturday - Manesquier is to undergo a major operation, and Milan (though he keeps this secret at first) is to lead a bank robbery. Manesquier soon realises Milan's intentions, but this does not prevent a growing mutual respect, with each envying the other's lifestyle., 1h33
