Set in London, circa 1900, George and Mary Darling's preparations to attend a party are disrupted by the antics of their boys, John and Michael, acting out a story about Peter Pan and the pirates, told to them by their older sister, Wendy. Their father, who is fed up with the stories that have made his children less practical, angrily declares that Wendy has gotten too old to continue staying in the nursery with them, and it's time for her to grow up and have a room of her own. Lena is a princess mermaid, sea king's daughter who dreams of someday marrying a wonderful human prince. After disobeying her father, Lena visits the sea surface (after being yanked by a whirlpool) and first sees the Prince Stephan, falling madly in love. Soon after, the ship that sails the Prince Stephan sinks and the youth's life in danger until Lena manages to save him and bring him to a beach near the school where he studied. Lena comes to the aid of the witch Cassandra and exchanges her voice for legs to walk on land and meet her prince. Cassandra gives Lena what she asks for with the warning that if Lena fails to win the heart of Stephan, she will become sea foam for the rest of her life. Lena drinks the potion, loses her voice, and goes to the surface. Above, she walks on shore naked (except for her shawl, flower necklace and the wreath of pearls her sister Tris gave her for her birthday). She is later helped at the palace by two doves, Cecil and Claudia. Things are going well, but Lena is dumb. Prince Stephan takes a fondness to her, as he feels he should show her the same kindness that the person who had saved him from the wreck showed him. Over time, Stephan falls in love with Lena and wants to marry her, but then comes Anna, the young princess who earlier found Stephan and Cosgrove on the beach and brought them to the medical care they needed. Stephan agrees to marry Anna, but Anna is in love with Maxwell. Vink, the dolphin pet friend of Lena, intervenes and tells the king of the sea what happened. Brunhilde is a fish-girl who lives with her father Fujimoto, a once-human wizard/scientist who now lives underwater, along with her numerous smaller sisters. One day, while she and her siblings are on an outing with their father in his four-flippered submarine, Brunhilde sneaks off and floats away on the back of a jellyfish. After an encounter with a fishing trawler (the net of which is scraping the trash-strewn bottom of the harbor), she ends up stuck in a glass jar. She drifts to the shore of a small fishing town and is found and rescued by a small boy named Sōsuke. Shattering the jar open with a nearby rock, Sōsuke cuts his finger in the process. Brunhilde licks his wound when he picks her up and the wound heals almost instantly, much to his surprise. After taking a great liking to her, and thinking her merely a goldfish, Sōsuke renames her Ponyo and promises to protect her forever. Meanwhile, a distraught Fujimoto searches frantically for his taken daughter. Because of his own bad memories of the human world, he believes that Sōsuke has kidnapped her and is in great danger, he calls his wave spirits to recover her.
