The plot follows Yuda, a Minangkabau from West Sumatra and an expert in silat. As part of the merantau (journeying) tradition, he leaves his home to seek experience and success. He plans to teach silat to the children of Jakarta. On his bus journey, he meets Eric, a fellow exponent of the art. When he hears of Yuda's plan, Eric becomes sombre, and warns him that the city is quite different from what Yuda is used to, and also that it is difficult to make a living teaching the art. Yuda finds that the address where he was meant to stay has been torn down, so he becomes homeless. His wallet is stolen by a child named Adit. Chasing the thief, Yuda then encounters the thief's sister, Astri, quarrelling with her boss, Johnny. When Johnny begins abusing Astri, Yuda intervenes. Yuda saves Astri but instead of gratitude, he is rebuked because she had become jobless as a result. The next day, Yuda sees Astri once again being beaten by Johnny. He intervenes again only to be beaten at first by his thugs. He quickly recovers and saves Astri from Johnny, while saving her he brutally scars Johnny's boss, Ratger. The film opens with Indonesian SWAT officer Rama praying, practicing silat and bidding goodbye to his wife, who is pregnant with his child. Rama joins a 20-man elite police squad, including Officer Bowo, Sergeant Jaka, and Lieutenant Wahyu, for a raid on an apartment block in Jakarta's slums. The team intends to capture crime lord Tama Riyadi, who owns the block and lets criminals around the city rent rooms under his protection. When retired police detective Fan Chi-hung (Alex Man) hears that his former superior Brown's (Roger Ball) son has been kidnapped, he comes back to Hong Kong from the United States to assist in the rescue. Along with Brown's adopted son, Kit (Andy Lau), they go through several investigations and finally rescues the child, which Brown is grateful about. The film begins as Takuma (Terry) Tsurugi meets the condemned murderer Tateki (Junjo) Shikenbaru while disguised as a Buddhist monk. Tsuguri applies his "oxygen coma punch" to Junjo, causing him to collapse just before he can be executed. As Junjo is rushed to a hospital, Tsurugi and his sidekick Rakuda (Ratnose) ambush the ambulance and free him. As Tsurugi and Ratnose watch the incident on the news, Junjo's brother Gijun and sister Nachi arrive and plead for more time to pay for Tsurugi's help. Outraged, Tsurugi refuses and attacks the siblings. Gijun accidentally kills himself when Tsurugi dodges his flying kick, causing him to go out of a window, and Nachi is sold into sexual slavery through Renzo Mutaguchi.
