Synopsis

In 1944 in the Republic of Salò, the Fascist-occupied portion of Italy, four wealthy men of power, the Duke, the Bishop, the Magistrate, and the President, agree to marry each other's daughters as the first step in a debauched ritual. They recruit four teenage boys to act as guards and four young soldiers (called "studs", "cockmongers", or "fuckers"), who are chosen because of their big penises. They then kidnap nine young men and nine young women and take them to a palace near Salò. Accompanying them are four middle-aged prostitutes, also collaborators, who recount arousing stories for the men, who sadistically exploit their victims.

A woman spy and some male agents working for the Germans during World War I land at night near the British naval base at Scapa Flow, from a U-boat. The British, led by Col. Foreman, ambush the landing party, capturing two of the men, but the woman gets away. Foreman fakes the execution of one of the spies, thus tricking the second one, Meyer, into becoming a double agent in the hopes of using him to capture his woman accomplice, whom Meyer identifies under the codename Fraulein Doktor. Fraulein Doktor is portrayed as a brilliant spy who stole a formula for a nerve gas which the Germans used to great effect against the Allies on the battlefield.

Kenan (Mario Drmać), a Bosniak classical musician, and Milan (Tarik Filipović), a Serb, live in Sarajevo, Bosnia and Herzegovina in a clandestine gay relationship. When the Bosnian War breaks out in 1992, they try to escape from the city. In order to hide from Serbian militamen, Kenan disguises himself as a woman and Milan passes him of as his wife.
